Summary/Primary Purpose: Coordinate all aspects of the Health Services Department through collaboration with parents, staff and community providers to ensure optimal health, nutrition, vision, and dental services are provided to pregnant women, infants, and children enrolled in the Early Head Start Program. This position is responsible for the timely and accurate completion of health, safety, nutrition and prenatal Federal Head Start Performance Standards including Nebraska's EPSDT program requirements.

Essential Duties and Responsibilities:



  • Responsible for coordinating a Health Services Department that demonstrates compliance with Federal, State, and Head Start Performance Standards ensuring best practice in health, nutrition, dental and vision care are always sought, promoted and supported.
  • Promote optimal health and nutrition of program participants, families, and staff.
  • Work with community health professionals to ensure enrolled children and pregnant participants have ongoing sources of continuous, accessible and comprehensive health and prenatal care.
  • Work with Family Consultants and parents to ensure pregnant participants attend regular prenatal appointments and child participants attend routine, preventative well baby checks; receive lead and hemoglobin screenings; dental and vision exams; and immunizations according to the NE EPSDT Schedule.
  • Complete hearing and vision screenings for newly enrolled children within 45 days of enrollment and as needed for concerns.
  • Ensure timely completion of new participant, prenatal, and aged-based monthly health requirements.
  • Monitor, process, and report completed health requirements; ensuring corresponding medical records are requested and received in a timely manner and tracking is clearly documented in ChildPlus.
  • Thoroughly review medical records and document findings in ChildPlus including diagnosis, concerns or referrals, ensuring timely case management and follow-up.
  • Develop individualized prenatal service plans for pregnant participants based on risk and provide prenatal curriculum education materials and supplemental information on demand as needed.
  • Ensure the timely completion of Prenatal Home Visit Plans, mandatory education topics, postpartum depression screenings and documentation in Child Plus.
  • Complete in-home Newborn Assessments within 14 days of birth, OAE hearing screens and postpartum assessment of mother.
  • Ensure the timely completion of WIC Nutrition Surveys and Nutrition Assessments.
  • Conduct monthly expectant mothers' group and quarterly Health Services Advisory Council (HSAC) meetings.
  • Analyze and report ongoing monitoring data for MDT Staffing and monthly leadership meetings.


Other Essential Duties:



  • Develop, update and revise policies and procedures in compliance with federal regulations.
  • Complete monthly file reviews and monitoring reports.
  • Research, analyze, and collaborate to complete the annual Community and Self-Assessment.
  • Assist with onboarding and training of new program staff and annual Pre-Service Training.
  • Attend staff development and training opportunities in order to expand knowledge and skills.
  • Attend and participate in staff meetings and supervisory meetings as scheduled.
  • Driving is a marginal part of this function.
  • All other duties as assigned.


Supervisory Responsibilities: None.

Education and/or Experience: Bachelors of Science in Nursing and two years' experience required. Knowledge of health and nutrition for infants, toddlers and pregnant women is required. Management experience preferred.

Qualifications: The requirements listed below are representative of the minimal knowledge, skill, and/or ability required for this position.



  • Ability to be flexible and able to work on multiple projects or tasks simultaneously.
  • Administrative skills to include utilization of standard office equipment, Microsoft Outlook, Office, PowerPoint and Excel, data entry, attention to detail and filing.
  • Good communication skills both written and spoken, and ability to maintain effective working relationships.
  • Demonstrated ability to handle confidential matters.
  • Demonstrate sensitivity to the service population's cultural and socioeconomic characteristics.


Other Qualifications: Must pass all applicable background checks. Must be able to pass medical examination and Tuberculosis test. Must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business.

Certificates, Licenses, Registrations: Currently licensed RN and able to practice in the state of Nebraska required. Obtain certification in First Aid, CPR and CPI within 3 months of hire.
