About the Role
Culmen International is looking for a Sr. Contracting Specialist to support a Department of Defense program at Fort Belvoir, VA. This position is on-site. This position will focus on preparing required pre-award and post-award documentation for a variety of small and large dollar contracts, to include sole source and competitive acquisitions of technical equipment and supplies, repairs, and maintenance, and requirements for new or innovative research and development contracts.
What You'll Do in Your New Role
Apply knowledge of contracting principles and procedures applicable to pre-award actions to administer and procure contracts for a variety of specialized equipment, services, and information technology products, including sole source contracts and modifications.
- Determine the type of contract best suited for the Government requirement, prepare applicable determination and findings, and receive and evaluate proposals/quotations in conjunction with a price/cost analysis.
- Promote competition by preparing solicitation documents and ensuring the specifications are clear and complete and adhere to contracting regulations.
- Apply knowledge of a variety of contract types, such as Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Plus Fixed Fee (CPFF), in an effort to plan and work diverse procurements relating to research and development.
- Apply knowledge of price analysis and cost procedures and techniques, sufficient to review Contractor proposals/quotations and perform analyses using previous price history, commercial price lists, market prices, or technical catalogs to ensure reasonableness of prices.
- Select and interpret the established federal and agency procurement regulations, procedural manuals, and established precedents to meet the needs of the action.
- Perform the entire range of pre-award contracting activities for simplified contracts that include, but not limited to, firm fixed price contracts, negotiating contract payment terms, and cost analysis required on initial pricing and contract modifications, and contractual periods of option years.
- Create, analyze, and edit various contract documents including, but not limited to, Sole Source Documentation (below and above $250K), Justifications for Other than Full and Open Competition (J&A) (above $250K), Limited Sources Justifications (above $250K), and Technical Evaluations.
- Provide input to procurement approaches, methods, and procedures, and advise technical points of contact (TPOC) and Contracting Officer's Representative (COR) on status throughout entire course of the action.
- Determine the appropriate clauses and locally developed contract provisions for the solicitation/award, in accordance with the Federal Acquisitions Regulations (FAR) and Defense Acquisition Regulations (DFARS).
- Perform closeout and post award contract administration on contracts, while monitoring Contractor performance, to ensure deliverables are met in accordance with the agreed upon terms and conditions cited within the award document.
Required Qualifications
- Current Top Secret clearance with SCI eligibility
- Master's degree in Engineering, Systems Management, Business Management, Computer Science, Information Management, or a related field (e.g., Science, Technology, Mathematics, etc.)
- 10+ years of general experience and six (6) years of relevant experience in a DoD program office or SOCOM Special program.
Tradeoff Education/Experience Requirement: The Contractor shall possess an Bachelors' degree or professional certificate in Business Management, Computer Science, Information Management, or a related field (e.g., Accounting, etc.), as well as 12 years of general experience and eight (8) years of relevant experience in a program office. - Experience with the Standard Procurement System (SPS) Procurement Desktop-Defense (PD2) contract writing system

The projected compensation range for this position is $116,000 - $145,000 annually. This estimate represents the typical salary range ,for this position and is just one component of Culmen's total compensation package for employees.
