Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $86,300 $102,000. The budgeted salary range that the University reasonably expects to pay for this position is $92,000 - $102,000.

About the Job

The Associate Registrar manages multiple functions and provides primary leadership, management, planning and coordination of curriculum within the Office of the Registrar, including articulation agreements, course equivalencies, credit entry, degree audit, and catalog. Uses independent decision-making and creativity to assess, create, and enhance department business processes by using technology solutions wherever possible to streamline systems. It has a campus-wide impact for a variety of functions and represents the Office of the Registrar to campus and external organizations. Works closely with representatives from Enrollment Management offices, UC Merced Schools, the Bright Success Center, Student Business Services, Information Technology, the SIS Team, the Division of Student Affairs, and the UC Office of the President (UCOP) to properly maintain system functionality, to ensure curriculum record accuracy and integrity reflecting Academic Senate policies and procedures, as well as state and federal laws. Develops short- and long-term departmental goals. Serves as key member of the Office of the Registrar Management Team and, in the absence of the University Registrar, provides departmental and operational authority.

Key Responsibilities:

  1. Directs the transfer and curriculum unit to process transfer credit articulations and application to student records. Works closely with faculty and school curriculum units as a resource to identify and remedy barriers to transfer credit evaluation and entry. Manages lower division major preparation in the Degree Audit system, ASSIST, and the catalog. Interprets guidelines to determine acceptable course, unit, and level equivalencies including major and general education credit when a course-to-course equivalency cannot be made. Oversees the development, testing, and implementation of new transfer credit-related functions, screens, and systems. Recommends operational enhancements.
  2. Directs the transfer and curriculum unit in the system configuration of the degree audit system for University of California (UC), UC Merced, general education, major, and minor level requirements. Supports the end-to-end process for evaluation of degree progress by partnering with school partners. Oversees the publication of the University Catalog.
  3. Makes decisions on performance, salary actions, hiring, and other human resources related issues for career staff employees, including direct reports. Manages operations and provides direction to subordinate supervisors and / or staff. Recognizes issues that have campus impact or future implications and advises campus leadership managed employees accordingly. Screens applications, interviews candidates, and recommends individuals for hire. Trains and delegates work to new and continuing employees and provide guidance on performance standards and University procedures. Independently conducts performance evaluations and makes recommendations for employee incentive awards and salary increases. Determines what discipline should be imposed for subordinates, with the authority to apply such, and/or make recommendations to the University Registrar. Develops and implements budgets for managed functions.
  4. Assists the University Registrar with special projects as required. Participates in the development of strategic policy to mitigate trends. Represents the Office of the Registrar to the campus community and relevant external constituencies. Exercises initiative and judgment in determining the types of information the University Registrar requires to execute management authority and communicates such information in a timely manner. Provides for general communication with staff in other areas within the Office of the Registrar, keeping them informed of changes and deadlines. Keeps all managers well-informed of procedures by meeting and discussing problems and issues that may arise.
Qualifications

  • Bachelor's degree in a related field from an accredited institution; and/or
  • Advanced degree in related field from an accredited institution; and
  • 5 years of related administrative managerial experience in a similar setting (required).
  • Significant knowledge of academic programs, policies, processes, and operations in an Association of American Universities (AAU) public research university.
  • In-depth knowledge of Academic Senate regulations, including student registration, course enrollments, classroom use, recording of grades, awarding of degrees, and maintenance of student records.
  • Significant knowledge of Federal and California laws pertaining to the privacy rights of students and access to student information.
  • Understanding of best practices in the field, and ability to recommend changes and modifications to current systems.
  • Ability to assess business processes, identifies operational gaps, and implements improvements. Written and verbal communication skills. Active listening, persuasion, and negotiation skills.
  • Customer service orientation. Interpersonal skills. Social perceptiveness.
  • Skilled and experienced in project management and organizational effectiveness.
  • Knowledge of University policies, processes, and procedures related to budget, accounting, human resources, IT, and student services.
  • Utilizes excellent constituent service skills with all interactions.
  • Familiar with Banner and CollegeSource vendor applications.
