The Division of Public Safety (DPS) is a unit of public safety professionals that work collaboratively within our community to keep Cornell a safe and healthy campus to learn and live. The Public Safety Division is comprised of the Public Safety 911 Communications Center, the University Police Department, the Office of Emergency Management, the Office of Clery Compliance, the Access Control Program Group, the Community Response Team, and the Public Safety Ambassadors.

The Office of Emergency Management supports the division's mission through programs that facilitate:

  • Emergency preparedness through planning, exercises, and education.
  • Emergency incident management.
  • Operational continuity and recovery.
  • Oversight and advising of Cornell University Emergency Medical Service a university student organization providing:
    • Emergency medical response and evaluation.
    • Community medical education and prevention efforts.
    • Standby EMS coverage for campus events.

What you will do:

With general oversight from the OEM Director, the Emergency Manager is responsible for:

  • Development and management of components of the DPS Emergency Management and Business Continuity Program.
  • Providing leadership and expertise in the development, implementation, administration, and maintenance of programs to support campus preparedness, response, and recovery from emergency incidents and supporting major campus events and works closely with Environment, Health, and Safety.
  • Supporting the management and implementation of an integrated all-hazards, risk-based approach for mitigation, response, continuity of operations, recovery, and preparedness planning for campus.
  • Strengthening university-wide emergency and disaster resiliency through guidance, communication, and coordination of a broad and diverse group of campus partners.
  • Serve as an OEM point of contact with other campus emergency representatives and establish and maintain effective working relationships with university, local and state emergency personnel, and organizations. This responsibility extends to all facilities except Weill Cornell Medicine and Qatar.
  • Supports campus understanding and utilization of the Incident Command System/National Incident Management System principles; enhance disaster preparedness capabilities through preparing, training, and exercising and strive for multi-dimensional communications and enhance education, awareness, and understanding of what to do before, during, and after crisis and disaster events among students, staff and faculty.
  • Along with the Director for Emergency Management and Business Continuity, serve as co-advisor for Cornell University Emergency Medical Service (CUEMS). This role requires in person and virtual attendance at scheduled weekend and evening executive board and squad meetings and trainings.

The candidate will participate in and/or lead performance evaluation including dialogues, assessments, etc. The incumbent must support university sustainability goals.

Note: This role requires 24-hour on-call response to perform emergency management functions and related duties during an emergency, such as providing support to the University's incident commander and staff in the emergency operations center as required. Responsible for coordinating and managing meetings of the Incident Management Team comprised of Emergency Support Function representatives, Incident Support representatives, and representatives from impacted units.

What we need:
Requirements for the position include:

  • Bachelor's degree in emergency management, fire science, environment health & safety, or a closely related field with a minimum of three years of progressive professional experience in any combination of the following: emergency management, business continuity, firefighting, law enforcement, public health and safety, or emergency medical services or equivalent combination of education and experience.
  • Five years of administration or program management experience desired.
  • Demonstrated use of Microsoft Suite products, at a minimum, Outlook, Word, Excel, Power Point, Teams.
  • Possess knowledge of local, state, and federal rules, guidelines and standards for disaster preparedness planning, strategies, and techniques, including specific knowledge and demonstrated experience leading teams under the principles of ICS and NIMS including:
    • NIMS/ICS Training
    • ICS 100, 200, 300, 400
    • NIMS IS 700
    • NRP IS-800
    • FEMA Emergency Management Institute Special Event Contingency Planning IS 15
  • Ability to obtain and maintain NYS EMT-B or higher certification within one year of hiring.
  • Excellent interpersonal and communication skills both written and oral to effectively communicate accurate, timely, and concisely with a large and diverse populations including university senior leadership, college/unit leadership, faculty, staff, students, and other external constituencies.
  • Experience with community emergency mass notification systems and principles.
  • Demonstrated proficiency in physical and human resource planning and management, with expertise in emergency planning, business continuity, and incident command system.
  • Ability to develop and execute projects and programs and a proven record of completing work on time and within budget.
  • Experience working directly with external agencies and emergency service organizations.
  • Must have a valid NYS Driver's license and maintain a good driving record.
  • Demonstrated discretion, tact, and good judgment for working with highly sensitive and confidential information.
  • Must be able to pass and maintain required background checks and obtain required FBI clearances
  • Ability to cultivate and develop inclusive and equitable working relationships with students, faculty, staff, and community members.
  • Experience in and/or demonstrated commitment to supporting diversity, equity, access, inclusion, and wellbeing.

If you have all those things, great! We have a few more items that we would prefer you to have, but not required:

  • Master's Degree in fields of emergency management, fire science, environment health & safety, or a closely related field.
  • Current certification as a Certified Emergency Manager or Associate Certified Emergency Manager.
  • Professional certification specializing in emergency management, safety, industrial hygiene, environmental or closely related field.
  • Experience in higher education emergency management.
  • Current or prior certification as an EMT-B or higher.
  • Experience in EMS basic life support first response agency operations and management.
