Program Specialist (Survivor Engagement)

***Interested candidates must be U.S. citizens, with the ability to obtain and maintain a secret clearance ***

Provide technical guidance and subject matter expertise in the Public Engagement (PE) division within the Office to Monitor and Combat Trafficking in Persons (J/TIP). Support PE's engagement with survivors of human trafficking, including with the U.S. Advisory Council on Human Trafficking (Advisory Council), the Office's Human Trafficking Expert Consultant Network (Network), and special projects that enhance the effectiveness of PE. Works in PE and works closely with other teams in the Office, as well as with Department and interagency counterparts to support program goals.

Compensation & Benefits:

Estimated Starting Salary Range for Program Specialist (Survivor Engagement): $75,000 - $81,000 annually

Pay commensurate with experience.

Program Specialist (Survivor Engagement) Responsibilities Include:

  • Supports all aspects of PE's Survivor Engagement Program.
  • Provides guidance on the development of policies, including researching areas of interest, conducting analyses, and advising on available options.
  • Supports the development of reports and congressional responses pursuant to specific policy direction.
  • Supports the development of outreach and public messaging efforts, training efforts, and program priorities.
  • Supports all in-person meetings and conference calls. Engages in notetaking and carries out regular follow up, if needed.
  • Serves as the point of contact (POC) and provides regular support for the Advisory Council, including coordination with ICF staff, while working closely with PE staff and leadership on any formal responses or correspondence.
  • Provides support for the Network, including coordination with ICF staff, consultants, and Department stakeholders.
  • Reviews and edits documents and reports for substance and accuracy.
  • Sends periodic messages and announcements through e-blasts or website updates.
  • Assists with Department databases related to survivor engagement work.
  • Provides policy guidance and supports the development of initiatives related to PE's survivor engagement work, including on the survivor-informed and trauma-informed approaches.
  • Supports the PE COR on contract management matters, especially as related to developing assignments and tasks that advance Office priorities.
  • Prepares briefing checklists for principals, letters, reports, agendas, talking points, meeting minutes, and reports for the Department's staff and J/TIP Front Office.
  • Collaborates closely with other PE and TIP Office counterparts.
  • Supports and promotes regular communication and collaboration with intra- and interagency stakeholders.
  • Supports TIP Office efforts to build partnerships on survivor engagement, both within the federal government and with external stakeholders.
  • Completes related research requests for the PE team, ICF, and Front Office.
  • Assists in scheduling relevant invitational travel.
  • Supports PE communication and knowledge management priorities.
  • Performs other job-related duties as assigned

Program Specialist (Survivor Engagement) Experience, Education, Skills, Abilities requested:

  • Bachelor's in International Affairs, Government relations, Public Affairs, or a related field
  • 4 years of experience related to human trafficking, survivor engagement, trauma-informed engagement, or related matters.
  • Demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form.
  • Ability to provide excellent customer service.
  • Ability to demonstrate excellent organizational, interpersonal, and analytical skills.
  • Demonstrated ability to communicate effectively both orally and in writing.
  • Demonstrated ability to liaise within the J/TIP Office and with other Department bureaus and offices as well as external organizations.
  • Demonstrated ability to perform administrative tasks from start to finish.
  • Demonstrated ability to successfully use computer skills. Demonstrated proficiency in computer and web-based applications including Microsoft Office Suite and Adobe Acrobat.
  • Requires SECRET Security Clearance.
  • Must pass pre-employment qualifications of Cherokee Federal
