Background
Parking & Transportation Services is a self-supporting unit of the University of Minnesota within Auxiliary Services. The department is responsible for the administration, operation and maintenance of reliable and efficient transportation services on the Twin Cities campus including transit, parking, fleet, streets, walkways and way-finding. PTS supports alternatives to the single-occupant vehicle and promotes programs to encourage the University community to walk, bike, carpool, or take the bus. The department handles compliance documentation for all University vehicles or licensed equipment and administers the fuel credit card, vehicle insurance and safety, and employee driver training programs.

Facilitating safe and effective integrated transportation systems that provide services for pedestrians, bicycles, transit and vehicles.
Role
The Bike Center Shop Manager provides day-to-day operational oversight of the UMN TC Bike Center, including bike maintenance and repair shop services; retail shop and vendor performance; and strategic and administrative planning for the bicycle programming.
Responsibilities:
65% Shop Operations
* Provides day-to-day operational oversight of the UMN TC Bike Center, which completes maintenance and repair services for the University's bike fleet and self-help repair services offered by the Bike Center.
Ensure that Bike Center staff are informed of and comply with departmental and University procedures and policies.
Interact and coordinate with customers, and outside vendors to ensure that University owned bike fleet maintenance work is prioritized, scheduled and completed
Triage repair needs to determine whether work can be completed in-house or sublet to third-party vendors.
Ensure allocated billable hours are documented and accurate.
Work with University Health and Safety to implement OSHA compliant procedures/processes and ensure day-to-day compliance.
Ensure that the University-owned bike fleet is inspected for safety and reliability.
Manage preventative maintenance and repair scheduling for University owned bike fleet.
Maintain parts/inventory for University-owned bike fleet
Balance the needs of availability, cost, and time.
Use discretion to get parts from a variety of vendors and find new vendors.
* Look for ways to improve efficiency and service levels and make recommendations for changes in policies and/or operating procedures as needed.
* Deal effectively with difficult customers to resolve problems. Work to find the best solution for customers or direct them to appropriate personnel or resources.
10% Bike Shop Retail Service Provider Partnership
* Manage relationship with Bike Shop retail service provider to ensure that:
Sales operations (including new and used bike sales, special orders, accessory sales, etc.) and paid repair services meet customer's needs.
Shop service operation/hours are planned, recorded, accounted for and budgeted.
Timely delivery of services, education programs, parts and inventory are met.
* Work with the vendor and customers to resolve problems. Work to find the best solution for customers or direct them to appropriate personnel or resources.
15% Program Planning and Administration
* Administer and support bike-related strategic planning
Develop a strategic business plan with the vendor to ensure a successful business enterprise.
Analyze shop and bike fleet data to better inform trends and decision-making.
Provide recommendations for operational procedures. Identify opportunities and implement initiatives to improve efficiency and service levels.
Assist in development and implementation of departmental policies, procedures and Assist in budgetary related analysis.

Contribute to the annual report.
Contribute to the development and administration of the Bike Center annual budget.
* Support/lead bike-related initiatives
Develop and direct bike mechanic training programs.Support bike teaching and promotion activities.
Participate in professional development to stay current with bike shop operation and equipment trends.
* Operate and effectively use the department's technology including, Google applications, Windows operating system, MS Office, and other systems.
* Complete other duties and tasks as assigned by the Transportation Programs Manager.

10% Human Resources
* Supervise up to 2 FTEs and bike mechanic interns. Maintain proper staffing levels and schedules to provide support for the service. Assumes full management/supervisory responsibility, including interviewing, hiring, orientating, training, coaching, disciplining, and evaluating staff.
* All employees are evaluated annually.
* Maintain awareness of and follow data privacy guidelines.
* All employees are treated fairly, respectfully and professionally.
* Personnel matters are handled in a professional, sensitive, thorough and timely manner.
* Employee engagement initiatives and professional development opportunities are offered to all employee groups.
* Short and long-range operational and staffing plans are in place.
* Ensure all University policies, procedures, and rules are followed in accordance with the varying bargaining unit contracts and other mandated requirements.
* Engages with front line staff to ensure high quality performance, checks required paperwork, answers questions and promotes communication.
* Performs on-the-spot training or coaching as necessary.

Qualifications

Minimum Qualifications
* BA/BS plus at least four years of experience or a combination of related education and work experience to equal at least eight years.

Preferred Qualifications
* Knowledge of bike fleet operation, preventative maintenance management principles and practices, service delivery methods, and utilization principles.
* Understanding of computerized POS systems and Microsoft Office products.
* Excellent communication and customer service skills.
* Effective public contact skills, both in person and on the telephone.
* Positive team attitude.
* Ability to prioritize work in a multi-tasking environment.
* Ability to solve problems and probe for more information. Ability to gather, analyze and report information.
* Ability to effectively handle difficult people and stressful situations.
* Ability to work as part of a cohesive team.
* Ability to follow process flow documents and actively contribute to process development.
Work Environment
Work is performed in both a shop and field environment. Position may require the ability to walk or stand the majority of the day; bend, climb, reach, kneel; carry, lift, push and pull 50 pounds or more. This position may be exposed to hazardous conditions where hearing and visual protection may be required.

Pay and Benefits

Pay Range: $58,000-$67,000; depending on education/qualifications/experience

Time Appointment: 75%-100% Appointment
