The Business Services Directorate (BSD) provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success. Led by the Chief Financial Officer, Brookhaven's Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices. The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab's fiscal matters and its approximately $800 million annual budget.

The Business Services Directorate (BSD) has an opening for a Senior Budget Analyst position within the Budget Office. This individual will report to the Business Operations Manager for Indirect Programs.

Candidate will perform or support a wide variety of financial functions for the Budget Office, including, but not limited to: financial analysis, institutional cost reporting, incurred cost submission, indirect cost pools reporting and analysis, review rate development, preparation of financial summaries for management, periodic reviews, and all Laboratory planning exercises.

Essential Duties and Responsibilities:

  • Responsible for developing and maintaining financial reports for the Laboratory adhering to a deadline driven environment.

  • Indirect program analysis working with internal and external customers.

  • Prepare, review, analyze all indirect institutional reporting.

  • Tracking overall performance of indirect programs ensuring alignment, accuracy, and consistency of financial data with organizational goals.

  • Adherence to Cost Accounting Standards, CAS Disclosure Statement, BSA's business rules, allowable cost monitoring, and compliance.

  • Internal and external audit support as needed.

  • Operating in a team environment and remaining flexible with assignments.

  • Development and documentation of procedural improvements and problem resolution as needed.

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in accounting, finance/business, or directly related field, or equivalent experience based on 2:1 (experience: college) years.

  • Minimum of six (6) years full-time, relevant experience in a substantive role in the accounting/financial field that demonstrates a detailed knowledge of Generally Accepted Accounting Principles (GAAP)/Cost Account Standards (CAS)/Federal Acquisition Regulation (FAR) requirements as related to areas of responsibility, variance analysis, and project reporting, including knowledge of budget planning, procurement processes, A/P, A/R, travel, etc.

  • Advanced communication (oral and written), interpersonal relationship management, and presentation skills.

  • In depth knowledge of financial principles including budgeting, forecasting, reporting, and analysis.

  • Proficient in Microsoft Office including intermediate skills with Excel and databases.

  • Applies independent judgment that demonstrates ability to prioritize and effectively deal with deadlines.

  • Ability to identify and resolve issues encountered within own area of responsibility; act proactively to develop solutions and provide recommendations to avoid problems.

  • Ability to establish and maintain routine contacts with stakeholders.

  • Ability to provide detailed and complex information that will be used to make decisions of business consequence.

Preferred Knowledge, Skills, and Abilities:

  • Familiarity with PeopleSoft Financial systems, policies, and procedures along with the ability to generate queries and reports.

  • Familiarity with Workday.

  • Familiarity with Power Business Intelligence.

  • Knowledge of BNL policies and procedures.

  • Master's degree in accounting or finance, or closely related field, to include a core of relevant courses.

Compensation:

Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $99,850 - $149,750 / year. Salary offers will be commensurate with the final candidate's qualification, education, and experience and considered with the internal peer group.
