The CEBAF Associate Laboratory Director at Thomas Jefferson National Accelerator Laboratory (TJNAF) serves as an executive member of the Laboratory, supporting the Laboratory Director in accomplishing TJNAF's mission of advancing scientific discoveries at the Continuous Electron Beam Accelerator Facility (CEBAF). The TJNAF campus is in southeastern Virginia amidst a vibrant and growing technology community. Managed by Jefferson Science Associates, LLC; Thomas Jefferson National Accelerator Facility is entering an exciting period of mission growth and is seeking new team members ready to apply their skills and passion to have an impact in leading and delivering on the laboratory's mission. The primary responsibility of the CEBAF Director is to propel the mission of CEBAF through: 1) advancing world-leading experimental studies of the structure and dynamics bound quarks and gluons through stewarding the CEBAF facility and an international user program, 2) designing, constructing, and operating the electron scattering instruments at CEBAF, 3) developing and operating the accelerator at CEBAF; 4) developing the strategy for utilization of smaller accelerators and test areas at the laboratory to improve performance of CEBAF and accelerator technologies in general; and, 5) executing design, construction and/or upgrade activities of CEBAF. The CEBAF Director manages an annual budget of over $130 Million and 350 CEBAF staff to address this mission.
The CEBAF Director, Associate Laboratory Director will be responsible for:
- Providing leadership and oversight to ensure the successful, reliable and safe operation of the CEBAF User Facility including associated elements in the Accelerator Division and the Experimental Nuclear Physics Division.
- Advancing scientific excellence and impact of the CEBAF facility, including through implementation of the community driven Long-Range Plan for Nuclear Science enhancing competitive positions of CEBAF in the world-wide ecosystem nuclear and particle physics accelerators.
- Developing mechanisms to support diverse and unique users to address critical research challenges, realize major scientific breakthroughs and develop cutting-edge particle detectors, as well as to assess the changing scientific needs of the physics user community and ensure CEBAF remains responsive.
- Maintaining strong and respectful relationships with the major CEBAF sponsor (Nuclear Physics) and partners and serving as a primary contact and spokesperson within TJNAF and externally for CEBAF.
- Serving as executive member of the Laboratory Leadership team, sharing responsibility for the excellence in science and technology, operational excellence, and community engagement at TJNAF.
- Creating and nurturing an environment that promotes and embraces a multi-faceted workforce and champions the TJNAF values of impact, teamwork, safety, integrity and service.
- Leading self-assessments, planning and tracking for CEBAF elements associated with the Laboratory Agenda, Annual Laboratory Plan, and other performance tools.
- Identifying key organizational staffing need, recruiting and developing S&T staff to be future leaders/mentors.
- Implementing management systems, operations, safety, compliance, and performance assessments across CEBAF, using these systems to steward the facility.
- Maintaining a strong commitment to the implementation and perpetuation of institutional values, guiding principles and ethics.
Qualifications we require: Education & Experience
- International recognition and demonstrated accomplishments as a leading PhD scientist and visionary, ideally with a track record of using particle facilities for scientific discovery.
- 20 years technical experience, including at least 5 years of demonstrated executive management experience, including developing and leading large complex and multidisciplinary research programs and/or user facilities.
- Demonstrated experience of successfully developing, implementing, and executing scientific strategy with engagement from critical stakeholders.
- Experience communicating with key stakeholders, clients, program sponsors, internal staff, and the security/intelligence community.
- Proven commitment to safety and integrity.
Knowledge, Skills and Abilities:
- Extensive knowledge of particle facilities for scientific discovery.
- Demonstrated ability to lead and manage complex technical scope.
- Demonstrated ability to establish priorities, assess competing resource demands and make decisions that optimize performance.
- Familiarity with the Department of Energy.
- Proficiency in financial analysis and forecasting.
- Strong analytical, writing, and speaking skills with the ability to organize, analyze, and implement complex topics and initiatives, with attention to detail.
- Capable of handling multiple competing priorities in a complex R&D environment.
- Candidate must show a commitment to safety, high standard of ethics and integrity.
