Job Profile Summary

Manage and oversee all construction projects that are in the pipeline for completion. Ensure new operations plans, policies, procedures, and transition/migration plans for the department are consistent with the overall goals and objectives of FHCSD. Develop systems and processes to make project management more effective for staff and company. Create and manage all projects under approved budgets which are created by the Senior Manager for each project.

Job Roles

  • Responsible for the effective management and operation of the Construction Department.
  • Perform a full assessment of the department and existing construction program.
  • Provide expertise, as a subject matter expert, for best practice planning across FHCSD.
  • Responsible for the performance of staff working in support of the department activities, ensuring that the work of all staff conform with the department needs.
  • Create and use tracking matrix to track performance and measure success for staff and projects.
  • Develop and maintain a relevant database for construction costs and use to develop comprehensive project budgets.
  • All projects have a complete and comprehensive budget approved by executive leadership.
  • Build positive relationships, inspire others to perform at a higher level, prepare career development plans and retain an accountable workforce.
  • Coach and counsel staff and administer appropriate disciplinary action in a timely manner.
  • Provide/ensure staff receive all new hire and annual training on time.
  • Maintain a responsive construction organization capable of providing construction support for projects.
  • Establish and implement department policies, goals, objectives, and procedures per directives to ensure overall alignment with FHCSD goals and objectives.
  • Participate in major construction decisions and oversee technical direction of construction and project work.
  • Manage construction project leads in establishing and maintaining project goals, objectives, and success criteria that support the overall execution scenarios.
  • Maintain through project reports done by staff the proper documentation of site conditions to document project and protect the Company.
  • Coordinate the recruitment of construction personnel to maintain the construction organization capabilities and staffing levels as necessary to accomplish effectively and efficiently current and forecast workloads.
  • Measure staff hourly needs and measure workloads to be able to show and predict department needs
  • Actively participate and contribute to the department staffing and budget planning, monitor costs and resources of day-to-day activities.
  • Provide leadership in developing and maintaining a responsive construction organization capable of providing construction support for projects.
  • Source and build relationships with Construction Management consultants that would be able to assist in managing project overload situations as well as more complex projects.
  • Conduct special studies, analysis, surveys, and inspections as required to ensure construction activities are properly staffed with qualified technical personnel in meeting schedules, budgets and technical scope. This may be consultants that are required and will protect as well as enhance projects progress.
  • Confirm that all projects are complete and ready for facilities to begin commissioning on time.
  • Assure the adequacy and quality of the construction work by maintaining a system of checks and reviews.
  • Upgrade the capabilities and efficiencies of the department by introducing new methods and techniques.
  • Assist in assuring all completed facilities and works are turned over to the operating agents of the client in full compliance with the contract documents and the initial requirements as set forth.
  • As the subject matter expert, provide consultation and expertise on special projects as issues arise.
  • Perform other duties as assigned.

Education/Certifications/Licenses/Registrations

  • Bachelor's degree in engineering, construction or architecture is preferred.
  • Or equivalent combination of education and experience that provides the skills, knowledge and ability to perform the essential job duties, and which meets any required state or federal certification requirements.
  • Traveling between sites and other locations is required as an essential function of the job. Must have a car, a valid California driver's license, and proof of minimum levels of car insurance as required under California law, although limits of $100,000 are recommended. An acceptable driving record is also required. California law requires all drivers to obtain a valid California driver's license within ten days of establishing residency. Mileage and other reimbursement governed by policy.

Experience/Specialized skills (including Language)

  • Minimum of 10 or more years of experience working on the construction of projects, preferably including medical, housing, and multistory structures.
  • Demonstrated experience at managing multiple construction projects, using various contracting formats, and managing change.
  • Effective training and coaching skills; ability to drive results and achieve objectives through others.
  • Demonstrated leadership skills with experience of technical and contractual problem solving.
  • Exceptional organizational and presentation skills, attention to detail, time-management skills, and strong motivation to meet deadlines and achieve goals.
  • Exceptional verbal and written communication skills, including the ability to interact with all levels of contractor personnel, employees and vendors.
  • Knowledge of supervisory practices and techniques, including performance management and employee development.
  • Strong analytical and problem-solving skills.
  • Demonstrated ability to be culturally sensitive and respect diversity.

$150,900

If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors - we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
