Description The Manager of Payroll will be responsible to coordinate payroll functions throughout the enterprise, including processing, production and distribution of payroll and related remittances, payroll tax filings, development and monitoring of institutional payroll policies and procedures, compliance with federal, state and local laws governing payroll, and management of payroll staff.
Qualifications Minimum Education
Bachelor's Degree Finance, Accounting, or Business Administration, or equivalent experience. CPP preferred. (Required)

Minimum Work Experience
10 years Payroll experience. At least 5 years of experience using PeopleSoft 8.0 and higher. At least 3 years of accounting and/or payroll supervisory experience preferred. (Required)

Required Skills/Knowledge
Knowledge of payroll processes and scheduling, including decentralized payroll distribution; knowledge of automated payroll systems including PeopleSoft; structured report writing/query skills; data manipulation skills; supervisory skills; skill in dealing with all levels of employees on payroll related issues; knowledge of laws and regulations affecting payroll including payroll taxes, garnishments, and levies; ability to communicate with payroll systems vendor, and internal and external information system support personnel regarding system issues; knowledge of accounting transactions associated with payroll processing and the affect of payroll on the general ledger; skill in operating personal computers, network, electronic correspondence and Microsoft Office products.

Functional Accountabilities
Payroll Operations
  • Ensure accurate and timely production and distribution of paychecks, related payments and documentation.
  • Maintain payroll records as required; establish, document, and implement procedures to ensure accurate and timely payroll processing and record keeping.
Legal and Regulatory Compliance
  • Ensure compliance with state, federal and local laws and regulations related to payroll.
  • File tax returns and reports, and make payments, as mandated timely and accurately.
Payroll
  • Appropriately and efficiently process payroll-related data.
  • Ensure accurate processing in the payroll system of transactions affecting payroll include calculation of employee pay and maintenance of earning and deduction codes.
  • Oversee the accurate transfer of data to the general ledger, the Human Resources Information System , and other systems as appropriate.
  • Design and prepare reports of payroll data as needed.
  • Maintain a library of standard and ad hoc report formats.
  • Provide for the development and training of payroll, Finance, Human Resource, and hospital staff in payroll systems and procedures.
  • Ensure high quality payroll services are provided to employees.
Human Resources
  • In collaboration with Director, hire, train, develop and direct assigned staff to meet departmental objectives.
  • Provide timely coaching and performance feedback.
  • Deploy staff appropriately to meet business objectives.
