Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

TennCare is committed to improving the quality of health care for its members while maximizing the value of every dollar spent. In pursuing this commitment, TennCare continues to be a leader in innovation through delivery system transformation. TennCare's Strategic Planning and Innovation (SPI) Department plays an integral role for the agency in transitioning health care delivery from a fee-for-service payment arrangement to a payment system based on value. SPI consists of two units that drive value-based payment efforts and other strategic initiatives to further TennCare's agency priority of leading innovation through quality and value.

The Senior Strategy Analyst will be joining the Strategy team (5 individuals), working alongside other teams within the Strategic Planning & Innovation division (11 individuals in total).

The Senior Strategy Analyst will lead efforts to design and implement new value-based payment efforts as well as evaluate and improve existing value-based programs at TennCare. While leading these efforts, the Senior Strategy Analyst will collaborate with a diverse set of internal and external stakeholders, such as managed care organizations, contractors, provider and hospital associations, and other stakeholders within TennCare. To drive policy and program design decisions for both the existing value-based programs and new initiatives at TennCare, the Senior Strategy Analyst will collaborate with the data analysts on the Innovation team within the Strategic Planning & Innovation division.

Key Responsibilities:

  • Lead the design, implementation, monitoring, and evaluation of value-based initiatives led by SPI.
  • Provide oversight and project management of assigned value-based workstreams.
  • Research and monitor health care industry developments on alternative payment model evidence and best practices.
  • Develop policy briefings and pitch decks related to the development and implementation of value-based payment strategies, including but not limited to drafting funding proposals, payment design, target populations, and desired outcomes.
  • Support evidence-based decision-making by independently forming clear research questions and collaboratively conducting qualitative and quantitative analyses leveraging data from multiple internal and external sources, then summarize and clearly communicate results of analyses.
  • Effectively communicate and collaborate with key stakeholders (e.g., various TennCare teams, TennCare's managed care organizations, hospital and provider associations, health care providers, etc.) to develop value-based policy and programs at TennCare.
  • Support the Assistant Director with contractor management duties by tracking, evaluating, and summarizing performance of value-based payment supporting contractors, and escalate issues if necessary.
  • Collaborate with data analysts on the Innovation team to leverage Episodes of Care program cost and outcomes data to help drive the Strategic Planning & Innovation division's policy decisions.
  • Communicate effectively with internal and external stakeholders with diverse skill sets and points of view.
  • Work independently and within teams with minimal supervision. - Lead various routine (e.g., weekly, monthly) meeting series to manage workstreams as well as internal and external stakeholders.
  • Provides support and/or strategic consulting for special projects and other duties as assigned by the SPI Director and/or Assistant Director, such as providing TennCare support for Presidential and/or Gubernatorial-led executive orders or initiatives.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university in public policy, health policy, public health, public administration, business administration or a related field and 3 years of experience in policy interpretation and application or similar work. Or an equivalent combination of education and work experience may be considered.

Desirable qualifications:

  • Strong organizational and time management skills, including the ability to prioritize and manage multiple projects while completing work within allocated time frames.
  • Strong oral and written communication skills, with a demonstrated ability for concise and effective communication.
  • Ability to work well with multiple teams and stakeholders and build collaborative working relationships.
  • Excellent presentation and meeting facilitation skills.
  • Strong research and analytical skills, with a demonstrated ability to recognize patterns/trends in data and to find answers to complex questions/problems.
  • Creative problem-solving skills with a track record in creating business processes and improving existing ones.
  • Self-starter attitude with the capacity to work both independently and collaboratively.
  • Advanced Proficiency in Microsoft Office including Word, Excel, and PowerPoint.
  • A master's degree in public health, healthcare administration, public policy, economics, behavioral health or related field,
  • OR
  • A bachelor's degree in public health, healthcare administration, behavioral health, or related field AND two (2) years or more of full-time relevant professional experience.
  • Experience in management consulting or health policy strongly desired.
  • Experience working for a state Medicaid agency.
  • Experience with value-based payment programs or alternative payment models.
  • Experience in health care delivery (hospital, physician practice, etc.).
  • Experience in project management.
  • Experience in process improvement.
