Sr Specialist & Pre Construction & Permit Management

Why Wendy's
Manage new restaurant Pre-Construction Phases including Design, Scheduling, Preliminary Budget, Final Budget and Permitting process by leveraging internal and external resources including 3rd party Architects and Engineers, internal Design Department, Construction Managers and Finance team. This position focuses on reducing development timelines and supporting Construction Managers by working to accelerate design, tender and permitting timelines. Candidate must be highly organized, able to track multiple projects, manage competing priorities, hold vendors accountable and produce accurate and timely updates. Must work closely with internal and external stakeholders to drive exceptional results. Responsibilities

Design Management

  • Effectively transition CAPCOM approved projects to Design Phase
  • Tender and select external design consultants.
  • Manage design team timeline, deliverables and timely approval.
  • Coordinate with Wendy's internal team to answer questions and procure timely approvals
  • Coordinate unique design elements with the Wendy's design team.
  • Coordinate with franchisee to verify project specific options preferences
  • Work closely with Construction Managers to make sure consultants are specifying construction means and methods that maximize cost efficiencies.

New restaurant permitting

  • Determine documentation needed to obtain permits.
  • Coordinate with all required external and internal stakeholders to obtain all the required documents and approvals.
  • Responsible for understanding the operators' need and support them by incorporating the required design components in the project permit documents.
  • Obtain all permits required to construct new restaurants.

Budgeting & Tender

  • Prepare Budget Guidance for Capital Approval process based on historical data.
  • Prepare Preliminary Budget for Capital Approval process based on site specific information, test fit design, historical data and contractors' input when necessary.
  • Create tender packages, manage tender & procurement process, receive and level bids, and prepare Final Budget based in actual bids & vendors costs.
  • Track and report Preliminary and Final Budget information to create cost data base for future projects.

Planning

  • Establish a T-Minus project schedules that accurately forecast new development critical milestones, and upload to Wendy's Construction Management software.
  • Calibrate with Finance and Project Coordinator accurately forecast CAPEX spend.
  • Make recommendations on ways to proactively offset anticipated delays to keep projects on schedule.

Reporting

  • Update and manage design and permitting milestones in Wendy's Construction Management software.
  • Maintain accurate project notes in Wendy's project management software and others.
  • Produce weekly reports on critical project milestones.
  • Update all stakeholders to facilitate a smooth transition to the construction phase.
  • Make recommendations for process improvements so we are continually improving.

Record Keeping

  • Update Project notes
  • Archive appropriate documentation.
  • Capture critical project notes and milestones.
  • Builds a track record of consistency and predictability of project progress.
  • Update process / best practices in the Construction Resource Library


What we expect from you
  • Education: Bachelors Degree
  • 3-5 years of related experience in construction pre-construction, project management, and construction contract documents.
  • Knowledge of construction processes and techniques, project planning and budgeting, construction materials/specifications, and permitting process.
  • Demonstrated success managing multiple and diverse task/projects; strong attention to detail, outstanding follow-through, and the ability to under pressure, time constraints and handle changing priorities
  • Strong communication skills to manage a diverse vendor network. Educate vendors on current software and company policies/procedures.
  • Strong Excel skills required.
  • French written and verbal communication skills a plus.
Travel: 10%

Pay Range: CAD 83,000 - CAD 141,000 Annually
