Position Description

The Contracting Services Department is seeking a highly skilled and motivated Senior Subcontracts Administrator to join our Major Subcontracts Non-Commercial Team. In this critical role, you will be supporting several divisions throughout the Laboratory by providing subcontracting expertise and ensuring compliance with regulatory and Laboratory requirements. You will be responsible for managing and overseeing major subcontracts, ensuring compliance, optimizing performance, and contributing to the Contracting Services Departments strategic objectives.This position can be remote with occasional on-site attendance as necessary.

Key Responsibilities

  • Provide acquisition planning guidance as well as solicit and evaluate supplier proposals quotations.
  • Reviewing and developing Statements of Work (SOW) and negotiating subcontract terms, including pricing, payment terms, and other contractual provisions.
  • Ensure compliance with FAR/DFARS regulations, mandatory flow-down clauses, Cost Accounting Standards (CAS), and procurement integrity requirements.
  • Conduct cost and price analysis to support subcontract negotiations.
  • Maintain strong relationships with internal stakeholders and subcontractors to resolve issues and support successful project execution.
  • Collaborate with cross-functional teams to ensure alignment with business and compliance.

Qualifications and Experience

  • 5-8 years of experience in DoD subcontract management.
  • Strong knowledge of FAR/DFARS regulations, contract law, and compliance requirements, as well as an understanding of Patent and Data Rights clauses.
  • Experience in subcontract administration, including acquisition planning, supplier relationship management, and contract negotiations.
  • Experience in evaluating, negotiating, pricing and administrating complex/high dollar cost reimbursement, fixed price and incentive subcontracts desired.
  • Excellent communication (verbal and written), problem-solving, and organizational skills.

Qualifications and Experience (cont.)

  • Exhibit leadership and teamwork skills with the ability to work collaboratively in a fast-paced environment and manage multiple priorities.
  • Excellent analytical and decision-making skills.
  • MBA or BS with equivalent combination of education and experience.
  • Professional certification in Purchasing or Government Contracting is preferred
  • Proficiency in Microsoft Office, Excel, Word and PowerPoint.
  • Demonstrated experience with an ERP purchasing system - SAP experience preferred.
  • Ability to obtain and maintain a government security clearance.
