Basic Qualifications

Bachelor's degree or equivalent is required plus a minimum of 10 years relevant experience; or Master's degree plus a minimum of 8 years relevant experience to meet managerial expectations.

CLEARANCE REQUIREMENTS: Department of Defense Top Secret security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.


Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Program Manager, Space Ground Systems. The position provides an opportunity to help develop the nation's most advanced space ground system.

The Space Ground Systems Program Manager is proficient in program management, encompassing the development of cohesive plans, adherence to budgets and schedules, and the ability to analyze financial data and communicate effectively with stakeholders, with strong leadership and negotiation skills, a deep understanding of product applications, customer markets, and business strategies, and the capacity to drive new business development and foster team growth.

  • Delegates assignments to others for developing solutions.

  • Balances programs, risks, and opportunities with executable strategies to meet technical requirements and budgets.
  • Identifies market/scope changes and develops product/program positions for costs/price and feature changes or equitable cost/schedule adjustments.
  • Leads team to identify and quantify risks and opportunities; leads risk mitigation / opportunity capture activities.
  • Leads the establishment of and sets integrated WBS-based budget and schedule baselines including management reserve for advanced development programs/products or major subcontracts where the scope is not well defined and there is significant possibility for change.
  • Monitors work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program/product schedules, develops corrective actions, and communicate issues, impacts and corrective actions to program teams.
  • Uses proposal plans and strategies to lead team in developing, defining, and implementing cohesive, integrated program/product, subcontractor, and material plans and business plans that achieve overall current and long-term objectives of the program/product, business unit, and division.
  • Manages people who lead department or cross-functional program teams in matrix organization to achieve schedule, cost, and technical performance objectives.
  • Develops personnel to ensure efficient operation.
  • May be responsible for directing the planning, proposal preparation, negotiation, budgeting, performance measurement, and profit generation of other program managers.
  • Reviews organizational capabilities, and development/execution of strategies, to improve the competitiveness of the organization through actions such as professional growth & development, strategic hiring, strategic partnering, and acquisitions.

KNOWLEDGE SKILLS AND ABILITIES:

  • Ability to generate cohesive program plans
  • Demonstrated leadership of complex programs or portfolio with significant delivery or technical risk
  • Skilled in the development and implementation of program execution and growth strategies and tactics
  • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends
  • Ability to lead others in team building, conflict resolution, motivation, leadership and advanced risk management
  • Ability to apply advanced negotiation skills to solve internal, external and customer/ stakeholderissues
  • Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives
  • Extensive ability to understand and analyze program financial data
  • Outstanding relationship management skills
  • Outstanding risk and opportunity management skills and ability to apply them to programs
  • Extensive knowledge of government acquisition contracting practices and regulations
  • Strong working knowledge of space ground segment and satellite-to-ground communications technologies including current and potential applications
  • Engineering degree in a discipline related to space ground segments
  • Demonstrated intimate working knowledge of government acquisition process
  • Must be able to travel up to 25% of the time
  • Position requires either Work-on-Site or Flex-on-Site be selected in Employee Workspace Plan


Target salary range: USD $208,877.00/Yr. - USD $226,012.00/Yr. This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled.
