WHAT WE'RE LOOKING FOR

Job Summary
The Regulatory Counsel provides legal guidance and strategic support to Trilogy's campuses and staff in responding to governmental investigations, regulatory compliance matters, and operational legal concerns. This role requires deep expertise in healthcare regulations, particularly those affecting long-term care facilities, including Medicaid/Medicare fraud investigations, consumer complaints, coroner's inquiries, and state board licensure actions. The Regulatory Counsel will work closely with Operations, Clinical, and Risk Management teams to ensure compliance with federal and state regulations, develop training programs, and provide legal defense and advocacy in response to regulatory inquiries and enforcement actions.

Roles and Responsibilities
* Represents and defends Trilogy campuses in Medicaid Fraud & Patient Abuse investigations by the state regulatory bodies (including but not limited to Ohio and Indiana), including witness preparation, investigative interviews, subpoena responses, and legal argument drafting.
* Responds to Coroner's investigations, including reviewing subpoenas, analyzing records, advising on internal investigations, and corresponding with coroner's offices.
* Assists in Consumer Complaint investigations by the regulatory bodies, including legal advocacy, interview preparation, and documentation review.
* Represents campus staff in state board licensure investigations involving administrators or nurses based on resident or family complaints.
* Advises and supports campus leadership and clinical teams in handling involuntary discharge processes and resident or family appeals.
* Stays up to date on federal and state healthcare regulations and provides guidance to Operations & Clinical teams on regulatory developments.
* Develops and implements training programs on compliance with state and federal healthcare laws, including HIPAA, anti-kickback laws, fraud and abuse statutes, and Medicare/Medicaid regulations.
* Works with Clinical Risk Management to review medical record requests and subpoenas for compliance with HIPAA and other applicable regulations.
* Provides oversight and strategic insight on various Compliance & Customer Experience team projects related to regulatory compliance.
* Other duties as assigned.

Qualifications
Education: Bachelor Degree
Experience: 5-8 years

Licenses and Certifications
Requires Juris Doctorate In Law (JD)
Admission to the bar of at least one of Trilogy's 4 primary states of operation is required

Physical Requirements
Sitting, standing, bending, reaching, stretching, stooping, walking, and moving intermittently during working hours. Must be able to lift at least 20lbs. Must be able to maintain verbal and written communication with co-workers, supervisors, residents, family members, visitors, vendors, and all business associates outside of the health campus.
