STV is seeking a Senior Project Manager Highway Group Leader that will embody the highest technical standards, ethics, and professionalism on behalf of STV in leading the technical engineering work out of our Pittsburg, PA location. Seeking an individual looking for growth opportunity in Pittsburgh Office and the Region.

Key responsibilities will include organizing cross-functional activities, coordination of project work efforts for the completion of the project i.e., project deliverables, schedule and budget. Capable of managing and directing the development of proposals, project initiation, project execution/control and project closeout for design projects, and is responsible for project budgets, project staff oversight, mentoring of younger staff members. Participates in project-specific marketing, proposal preparation and presentations for successful project selection. Plans the complete project execution of projects from initiation to completion.

Works with other Senior Managers to schedule and monitors resource requirements against the project budget/spending performance, including managing activities related to project scope, schedule, budget, quality, communications, coordination, discipline requirements, resources, procurement, and risk elements required to optimize client service, quality, and fiscal responsibility.

Required Skills:

Requirements:

  • Bachelor's degree in Civil engineering
  • 15-25 plus years of experience in Transportation/Infrastructure related to Highway/Civil projects
  • Professional Engineering License
  • Direct experience working and interaction with clients is a project management and task leadership role.
  • Familiarity with local clients

Core Responsibilities:

Project Delivery

  • Project Quality

Develop project with quality in mind.

Perform a quality review of submissions as either the primary (official) or secondary reviewer.

Ensure periodic full technical review meetings are happening for all office projects and participate in each.

Perform quality reviews of submittals by others as part of STV's quality requirement and documentation

  • Accountable to the Area Manager for the overall successful delivery of the office project discipline portfolio, which includes but not limited to:

Adherence to project scope and delivery of those services within the agreed upon discipline schedule and budget.

Providing engaged guidance and expertise to the greater project teams including the client.

Ensuring quality, accuracy, and completeness of all project deliverables, including compliance with all required client and project technical and quality standards.

Perform or Support other Project Managers, as needed, monthly or quarterly Estimate-to-Complete forecasting.

  • Develop and complete multiple project assignments working with support staff from the office or other regional offices.
  • Serve as Project Manager and as Task Manager, when required.
  • Supports overall group short- and long-term staff resourcing exercises, technical collaboration, technical training, professional license coverage, and work sharing for the discipline for all offices.
  • Supports all projects within their office that have identified legal concerns.

Proposal Delivery

  • Participate in the development of statements of interest, technical proposals and price proposals.
  • Exercise knowledge of local clients for increased success

Discipline Development

  • Hiring

Works with Area Manager regarding office hiring needs involving non-Senior Engineering positions for their office.

  • Supports capture and sharing of discipline knowledge and lessons learned to support continued group learning.
  • Elevates STV and the discipline through participation in technical organizations and presentations/publications in internal and external venues.
  • Ensures all office technical staff are managed and mentored.
  • Works with the National Discipline Lead on training, culture, organization, growth, and expertise for their office.
  • Work with other Senior Project Manager/Discipline Leaders for project success and the implementation of improvements.

Compensation Range:

$127,400.42 - $169,867.22
