Construction and Facilities Project Manager

Description of Position:

The contractor shall provide personal services as the Construction and Facilities Project Manager for the DFC and reports to the FTS Managing Director (MD). The responsibilities include: overall project management; daily construction oversight; coordination with third-party contractors; review of project plans, scope, schedules, product submittals; project design; and, monitoring progress and the quality of work as well as the punch-list and project close-out to guard the Agency against defects and deficiencies in the construction work. DFC is retaining the consultant to advise DFC regarding the compliance with recognized national building standards and the agency internal policies. Work involves serving as the Project Manager to ensure the successful execution of DFC facility operations and renovation and construction projects. The position will support FTS to safely deliver quality planning, design, and construction on time and on budget for a portfolio of upgrade projects at the DFC Headquarters in Washington, DC.

Major Duties and Responsibilities:

The Construction/Facilities Project Manager will plan, schedule, and manage construction and renovation projects to meet customer requirements. The position is responsible for creating safe, secure, and functional work environments to support the Agency's mission.

The Construction/Facilities Project Manager will be responsible for planning and execution of one or more facilities project management activities throughout the life of a project.

The duties include assisting with safety management, quality, cost management, contracting, scheduling, estimating, bidding and contract administration functions to ensure successful completion of the project, both timely and within budget.

The position will ensure coordination with the Landlord and third-party contractors and partake in sensitive and high visibility activities to achieve the project objectives and customer requirements.

The position is responsible for performing a variety of facilities management services relative to interior spaces, including programming, design analysis, space planning, moving and relocation, and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings and for planning and coordination of commercial vendors, serving as the liaison.

This position routinely works with the highest level of management within DFC, therefore the person should have experience dealing with high profile clients.

Qualifications:

Must be a U.S. Citizen and capable of obtaining a public trust.

EDUCATION:

The PSC shall have a minimum of a bachelor's or associate degree with 10+ years of experience in one of the following fields or related studies:

Construction Management

Engineering

HVAC Systems

Project Management discipline with a focus in facilities management or engineering

It is the PSC's responsibility to maintain the required certifications throughout the life of the contract at no cost to the Government.

EXPERIENCE:

The PSC shall have a minimum of ten (10) years of experience in senior, hands-on experience working in construction management for existing commercial offices, engineering and particularly HVAC, facilities / space / building and/or project management. PSC must have a resume demonstrating the ability to perform duties and responsibilities listed.

PREFERRED EXPERIENCE:

Working knowledge of AutoCAD and Microsoft Office including Word, Excel and PowerPoint. Experience in the development and preparation or drafting of drawings and related materials. Excellent writing skills. Experience construction management and/or project in the federal sector is preferred. Knowledge of the federal government regulations and procurement processes is preferred. Knowledge of building codes, Americans with Disabilities (ADA) requirements, and working knowledge of information technology, mechanical, electrical, or communication systems is preferred.
