Position Summary:

The Contracts Administrator is responsible for cradle-to-grave contract administration in support of federal government contracting activities, with a particular emphasis on ensuring compliance with the FAR/DFARS, SBA 8(a) program, HUBZone regulations, and internal company policies. This position supports the entire contract lifecycle-from proposal development through contract closeout-and works closely with internal departments, customers, and government contracting officers to facilitate successful contract performance and regulatory adherence.

Responsibilities:

  • Administer and manage government contracts, subcontracts, task orders, and contract modifications in accordance with applicable laws and regulations.
  • Ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and SBA regulations specific to 8(a), HUBZone, and other small business programs.
  • Coordinate and maintain required documentation related to 8(a) and HUBZone eligibility, including SBA certifications, annual updates, and compliance reporting.
  • Support the development and submission of 8(a) sole source packages, including justification and approval (J&A) documentation.
  • Monitor subcontractor performance and flow-down requirements to ensure compliance with small business program guidelines and THTBC's tribal ownership structure.
  • Maintain accurate and complete contract files in accordance with government audit requirements and company policy.
  • Support proposal development efforts, including compliance matrices, reps & certs, and price justifications.
  • Provide contract risk assessments and recommendations on proposed terms and conditions.
  • Interface with contracting officers, legal counsel, subcontractors, and program teams to resolve contractual issues and support performance objectives.
  • Track and manage key contract milestones, including funding, deliverables, and periods of performance.
  • Ensure accurate contract data entry and updates in the company's contract management system.
  • Prepare and coordinate internal and external communications, including contract correspondence, status reports, and change requests.
  • Stay current on regulatory updates impacting 8(a), HUBZone, and tribally-owned business designations, and advise leadership accordingly.

Minimum Requirements:

  • Bachelor's degree in Business Administration, Contract Management, or related field; equivalent experience may be considered.
  • 3+ years of experience in federal contract administration, preferably in an 8(a), HUBZone, or tribal enterprise environment.
  • Working knowledge of the FAR, DFARS, and SBA regulations applicable to small business programs.
  • Experience with CPARS, SAM.gov, and contract management tools such as Deltek or similar systems.
  • Strong organizational, communication, and negotiation skills.
  • Ability to obtain a Secret security clearance; U.S. Citizenship required.

Preferred Qualifications:

  • At least 2 years of experience with DoD contracts.
  • Familiarity with contract pricing structures such as FFP, T&M, CPFF/CPIF.
  • NCMA certification (CFCM, CCCM, or CPCM).
  • Experience supporting SBA compliance reviews and HUBZone certification maintenance

Work Environment:

This position may be performed remotely or in a hybrid capacity, depending on company and contract requirements. Some travel may be required.
