The Management Analyst III position conducts statistical analysis and data visualization; manages projects; performs project research; facilitates discussions; conducts program evaluations; performs process improvement activities; designs surveys; prepares reports; and makes presentations.

Minimum Qualifications

* Bachelor's Degree in policy analysis, public administration, political science, quantitative or statistical analysis, or a closely related field; AND Four years of full-time paid work experience related to policy analysis, evaluation, quantitative methods, or process improvement.
OR
* Master's Degree in policy analysis, public administration, or closely related field; AND Two years full-time paid work experience related to planning, policy analysis, evaluation, quantitative methods, or process improvement.
OR
* An equivalent combination of education and work experience, as noted above, to total eight years.

PREFERRED EDUCATION BEYOND MINIMUM QUALIFICATIONS:

  • Master's degree in a field mentioned above or a closely related field.


Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

  1. Analyze and evaluate program outcomes by conducting research and policy analysis. Coordinate creation and modification of outcomes plans for each program area.
  2. Develop annual budget including outcomes document; responsible for overall coordination of document with input from department director and deputy directors; prepare summaries and presentations of annual budget throughout the year.
  3. With senior management, conduct ongoing fiscal/budget analysis; prepare budget amendments as needed.
  4. Manage all aspects of survey projects for program areas to include recommending solutions or alternatives for action.
  5. Produce data analysis and statistical reports.
  6. Represent department and contribute to cross-division and statewide task forces.
  7. Conduct research and program evaluation (non-survey related) to analyze the effectiveness and cost efficiency of department programs to include recommending alternatives for action.
  8. Provide back up to management by taking on special projects such as providing supervision to assigned technical/para-professional staff.
  9. Act as public information staff for department by researching ad hoc requests for information and answering questions of media and other community members or giving presentations.
  10. Scan the environment through state and national conferences, reports, web sites and network with other professionals to initiate and make recommendations to management about new initiatives, research projects, etc.

  • Considerable knowledge of statistical, analytical and research concepts and methods.
  • Considerable knowledge of the principles and techniques of planning and budget processes.
  • Knowledge of program evaluation methods.
  • Knowledge of relationships between internal and external agencies and governing entities.
  • Knowledge of personal computers; statistical, presentation, and report software.
  • Skill in preparing and presenting complex technical material clearly and effectively.
  • Considerable skill in quantitative data management and budget/fiscal analysis.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationships with County and State employees as well as elected and appointed government officials.

Work is primarily sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday or in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports.

LOCATION & SCHEDULE: This is a hybrid position that offers a mix of telework and in-person work at our Administration Center in Hastings, MN. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).
