Job Summary

The Director, Rates & Regulatory Planning will effectively and independently lead major work streams and detailed processes around retail rate cases, major filings, rider adjustments, etc. This incumbent will provide guidance both internal and external to the group and will teach and develop other employees, delegating work as appropriate. They will perform employee supervisory and direction functions.

This incumbent will prepare and coordinate regulatory filings to gain approval for rates and programs. They will identify and develop compelling testimony and support, and may be regularly expected to provide written and live expert testimony in regulatory and rate matters. Thorough understanding and commitment to enforcing state and federal regulatory requirements related to electric rates is important.

The Director, Rates & Regulatory Planning will demonstrate strong leadership qualities across multiple disciplines/departments with full confidence of department proxy. This incumbent will strategically identify emerging industry issues and rules and proactively address how these issues may affect regulatory processes, and will suggest proper ratemaking treatment. This incumbent will participate in industry groups to remain abreast of regulatory and cost recovery trends.

In addition, the Director, Rates & Regulatory Planning will be able to develop relationships and communicate with a wide audience range, including executives both internal and external to the company. The will listen attentively and be able to communicate proficiently, in both oral and written form, and will be able to present ideas and concepts clearly.

Responsibilities

  • Regulatory filings, compliance activities and shared service rate work
  • Regulatory strategy analysis, financial analysis, forecast review, reporting and support
  • Leading and resolving strategic company or jurisdictional initiatives, such as rate cases
  • Direct & develop the work of others. Perform employee supervisory and direction functions

Basic/Required Qualifications

  • Bachelor's degree in Business, Accounting, Finance or Mathematics
  • In addition to bachelor's degree, eleven (11) years minimum of related work experience

Desired Qualifications

  • Ability to recognize trends in data and explain variances and irregularities by researching and identifying relevant underlying causes of changes in results.
  • Attention to detail, demonstrating initiative to investigate irregularities in data and commitment to high level of accuracy.
  • Proficiency in Microsoft products (Excel, Word, PowerPoint): ability to develop and use complex spreadsheets.
  • Effective communication skills, both written and verbal.
  • Good time management skills: ability to manage multiple projects to meet deadlines with minimal supervision.
  • Ability to work and interact easily with diverse internal and external parties. Ability to work within a matrixed environment.
  • Prior utility work experience with emphasis on finance, accounting, strategy/planning, forecasting, or regulatory matters. Familiarity with the FERC Uniform System of Accounts.
  • Familiarity with general ledger systems such as PeopleSoft, fixed asset systems such as PowerPlan, and billing systems such as SAP.
  • Strong analytical skills
  • Ability to develop and use complex spreadsheets using advanced techniques.
  • Excellent time management skills, ability to effectively enlist the support of others in meeting deadlines.
  • Prior rate case support and testimony experience.
  • Excellent interpersonal communication skills: ability to influence others, gain support of proposals and recommendations, and make effective presentations.
  • Prior public accounting or audit experience.
  • MBA or CPA

Working Conditions

  • Extended hours required to meet deadlines, especially in periods of rate cases.
  • Normal office environment with extensive use of a computer.
  • Some travel is required (minimal overnight travel).
  • Office located in Plainfield, Indiana.
  • Office environment with "neighborhood seating"; dedicated workspace in an open environment.
