The State Highway Administration's (SHA) Office of Planning and Preliminary Engineering is recruiting for a Transportation Planner (Administrator III) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work:
This position assists with the functions of the program and project manager to produce program-related strategic plans, identify and conduct studies, monitor and evaluate projects for funding and advancement. The Transportation Planner will identify relevant topics and initiate transportation research studies, analyze data and provide insight into developing tools, etc. tosupportplanningactivitiesstatewideandintegratetransportationplanningpoliciesandpracticesinaccordance with federal surface transportation regulations and transportation industry best practices. The positional (IPPD) program management team to provide timely customer service to various stakeholders, partners, and MDSHA leadership.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative staff or professional work.

Selective Qualification: Three (3) years' experience performing professional transportation planning work. Two (2) years of this experience must have involved responsibility for program and/or project management.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • The applicant should be familiar with MAP-21/FAST Act/IIJA transportation planning legislation.
  • The applicant should have the ability to develop and manage a program/project and manage funds.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
