Position Overview
URC is looking for Evaluation Analysts for an upcoming opportunity to support the U.S. Trade and Development Agency's (USTDA) Monitoring & Evaluation (M&E) Office in assessing the outcomes of USTDA-funded activities. This includes conducting evaluations, analyzing data, and preparing reports that inform strategic decisions and demonstrate impact.
Key Responsibilities
- Lead and conduct evaluations of USTDA-funded activities, including feasibility studies, technical assistance, reverse trade missions, pilot projects, and training programs.
- Design and implement robust data collection strategies, including literature reviews, stakeholder mapping, in-depth interviews, online surveys, and field research when applicable.
- Conduct qualitative and quantitative analysis using appropriate software tools (e.g., NVivo, Atlas.ti, Excel) to synthesize insights across diverse activity types and sectors.
- Draft detailed evaluation reports, outcome summaries, and strategic recommendations, ensuring accuracy, consistency, and clarity.
- Develop engaging outputs such as case studies, visual summaries, and presentations that highlight developmental impact, U.S. export promotion outcomes, and key lessons learned.
- Ensure strong linkage analysis between USTDA interventions and resulting project outcomes, including U.S. commercial benefits and development indicators.
- Support performance monitoring and strategic planning efforts by analyzing emerging trends and contributing to annual evaluation themes or learning agendas.
- Maintain strict adherence to ethical standards, including confidentiality, informed consent, cultural sensitivity, and responsible handling of non-public information.
- Manage outreach to domestic and international stakeholders, including U.S. companies, host country sponsors, grantees, financing institutions, and other government entities, with attention to cultural and linguistic appropriateness.
- Collaborate with internal teams and external partners (e.g., USTDA M&E Office, Regional Teams, and other evaluators) to ensure alignment of evaluation objectives, methodologies, and data needs.
- Enter and manage evaluation data in USTDA's centralized database, ensuring completeness and usability of records for reporting and analytics purposes.
- Provide input into annual reports, including and presenting findings using visual tools such as PowerPoint.
Qualifications
Required
- Bachelor's degree and three (3) years of program evaluation experience, or Master's degree and two (2) years of experience.
- Experience conducting evaluations in infrastructure development, development assistance, export promotion, or private sector engagement.
- Demonstrated experience preparing formal evaluation, research, or technical reports in English.
- Proficiency in at least one of the following languages: Spanish, Portuguese, or French.
- U.S. citizenship or authorization to work in the U.S.
- Experience collecting and analyzing qualitative and quantitative data.
- Strong communication and stakeholder engagement skills.
Preferred
- Prior experience with USTDA evaluations.
- Experience in USTDA priority sectors: transportation, energy, telecom, water, natural resources, services, manufacturing, agribusiness, and health.
- Experience working in USTDA regions: Indo-Pacific, Latin America and the Caribbean, Middle East, North Africa, Europe and Eurasia, Sub-Saharan Africa.
- Proficiency in additional languages: Arabic, Hindi, Mandarin.
- Familiarity with U.S. Government evaluation standards and practices.
