Position Summary

EBI Consulting is seeking a full-time Senior NEPA Compliance Specialist, with demonstrated experience in Federal NEPA regulations, to prepare and provide quality control for environmental compliance documents primarily within, but not limited to, the broadband communications industry. The successful candidate will have strong technical research and report writing skills, and experience completing QA/QC reviews on report deliverables and proposal writing. The successful candidate will also assist in the development and implementation of NEPA-related training for company staff. Prior working experience in the NEPA regulatory process is required. Those with experience directly related to NEPA evaluations for broadband or linear projects are highly encouraged to apply.

This position reports directly to the Broadband Services Program Director and is a remote, work-from-home role. To be successful in this position, candidates need to have a home office already established and be comfortable working in this environment. While primarily office-based, the position supports projects across the United States and may require occasional travel for client meetings or trainings to assist Broadband and other EBI programs.

Essential Duties and Responsibilities



  • Complete QA/QC reviews of reports and submissions prior to final delivery to ensure accuracy and completeness in accordance with applicable NEPA requirements, client policies, and EBI procedures
  • Provide technical guidance and mentoring to staff on NEPA-related regulations and report preparation
  • Provide technical direction on projects, including regulatory research as needed
  • Conduct project-specific research on applicable regulatory compliance requirements and scientific data
  • Update/Maintain State-specific Fact Sheets and Standard Operating Procedure guidance documents as needed
  • Provide suggestions for process improvements and development of efficiencies
  • Occasionally prepare NEPA and NEPA-associated reports
  • Simultaneously support many ongoing projects, as well as complete assignments on-time and within budget



Qualifications and Capabilities




  • Bachelor's Degree in Environmental Science, Natural Resources Management, Environmental Studies, Biology, Geology, or similar is required



  • A minimum of 10 years professional experience with a demonstrated proficiency in Federal NEPA regulations and compliance services is required



  • Experience with NTIA, DOI, DOT, or FCC NEPA policies and procedures is preferred



  • Experience with broadband or linear project NEPA compliance desirable but not required



  • A working understanding of endangered species/habitat assessments and the Endangered Species Act (ESA) Section 7 consultation process



  • A working understanding of National Historic Preservation Act (NHPA) Section 106 consultations process



  • Experience with the Clean Water Act Section 401/404 permitting requirements and performing wetland delineations is desirable but not required



  • Experience in interagency/interdisciplinary coordination is required



  • Excellent technical writing and interpersonal skills



  • Demonstrated attention to detail, organization, and the ability to manage multiple, large-scale project deadlines effectively
