Job Description

Key Responsibilities

Functional Leadership

  • Lead functional design, configuration, testing, and implementation of Oracle EBS modules including GL, AP, PO, HR (Employee Table Maintenance), and Federal Administrator.
  • Oversee configuration and usage of Oracle functionality such as Mass Allocations and Cross Validation Rules (CVRs).
  • Support CFS usage of ~75 custom reports including Financial Statement Generator (FSG) and Oracle custom reports.

System & Integration Support

  • Ensure seamless operation and integration between Oracle EBS and systems such as:

  • DOI's FPPS
  • PRISM procurement system
  • Concur (travel management)
  • Budget Execution system
  • IPP
  • SPS
  • Provide functional support for Trading Community Architecture (TCA) and Customer Relationship Management (CRM) modules used in the Premium Processing System (PPS).

Operations & Monitoring

  • Lead Tier-3 technical and operational support for Oracle EBS including proactive monitoring and issue resolution.

  • Support fiscal processes including:

  • Month-End Close
  • Premium Peak Filing Season
  • Year-End Financial Close

Reporting & Analysis

  • Provide enterprise and financial reporting support leveraging Oracle's FSG and BI/XML Publisher.
  • Collaborate with the data model team on updates to support evolving financial reporting needs.

Testing & Deployment

  • Support automated and manual testing activities across CFS, TAS, and PPS using tools such as TestComplete and Azure Test Plans.
  • Contribute to CI/CD implementation leveraging Azure DevOps Pipelines, Git repositories, and SonarQube for code analysis.

Project Support & Documentation

  • Participate in IPTs, TRM/TRB reviews, and backlog grooming.
  • Contribute to system documentation, test scripts, release notes, and training materials.

Required Qualifications

  • 10+ years of Oracle EBS functional experience, including federal implementations.
  • Strong knowledge of Oracle EBS 12.2.10 with Federal Financials (GL, AP, PO, HR, FA).
  • Hands-on experience with TCA and CRM modules, including customer data governance and interface management.
  • Experience leading month-end, year-end close processes, and financial reporting in a federal context.
  • Strong familiarity with integration and interfacing with external systems (e.g., PRISM, FPPS, Concur, ICE, State Street).
  • Familiarity with Azure DevOps, CI/CD pipelines, and automated testing tools like Selenium and TestComplete.
Qualifications

Preferred Qualifications

  • Knowledge of Eagle ADMS, trust accounting, and investments integration.
  • Familiarity with BPEL, JDeveloper, and Oracle WebLogic.
  • Experience with cybersecurity protocols and PII management in federal environments.
  • Prior experience with PBGC or other federal financial systems.

  • Development/Design: JDeveloper, CyberArk, BPEL, IIS, WebLogic Server, Visio, Erwin
  • CI/CD & Testing: Azure DevOps, SonarQube, Azure Test Plans, Selenium, TestComplete
  • Security: Secure Shell (SSH), IronPort TLS email, CyberArk
  • Reporting: ActiveReports, Eagle ADMS, ICE RemotePlus Excel Add-In

  • Strong leadership and communication skills to interface with stakeholders and cross-functional teams.
  • Excellent documentation, training, and knowledge transfer capabilities.
  • Demonstrated ability to lead functional teams and deliver results in a fast-paced federal contracting environment.
