Primary Duties

1. Provides assistance, guidance and direction to enterprise and divisional personnel regarding some or all of the following functions and/or activities:

a. System safety and integrity

b. Engineering design

c. Control valves, regulation and gas and liquid flow measurement

d. Project management

e. Technical training

f. Safety

g. Engine and turbine driven compressor sizing and design including all associated lubrication and cooling systems

h. Technical records

i. Risk mitigation

j. Project accounting

k. Gas dehydration system design

l. Gas separator, slug catcher, filter separator and coalescer sizing and design

m. Air compressor, air dryer and emergency power generator system sizing and design

n. Foundation and pipe support sizing and design

2. Has advanced knowledge of the design, construction, testing and operation requirements of American Society of Mechanical Engineers Gas Transmission and Distribution Piping Code (ASME B31.8) and Federal safety standards for transportation of natural gas by pipeline (49 CFR Part 192) as they pertain to pipelines, natural gas plants, compressor stations and natural gas storage wells.

3. Has a basic knowledge of the design, construction, testing and operation requirements of the following Codes and Standards as they apply to natural gas plants, compressor stations and associated ancillary systems:

a. American Society of Mechanical Engineers Process Piping Code (ASME B31.3)

b. American Society of Mechanical Engineers Pipeline Transportation Systems for Liquids Code (ASME B31.4)

c. National Fire Protection Association 70 (National Electrical Code)

d. National Fire Protection Association 30 (Flammable and Combustible Liquids Code)

4. Can interpret engine power and reciprocating compressor capacity diagrams. Has knowledge of compressor cylinder sizing requirements including the appropriate number of cylinders and compressor capacity controls including engine speed control, valve unloaders and variable volume clearance pockets.

5. Can interpret turbine power and centrifugal compressor capacity diagrams. Has knowledge of centrifugal compressor capacity and surge controls including power turbine and gas producer speed control, gas recirculation and anti-surge valves.

6. Has a basic knowledge of Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) air emission permitting and continuous compliance requirements as they pertain to design, construction and operation of natural gas plants and compressor stations.

7. Has a basic knowledge of American Petroleum Institute Standard 618 (Reciprocating Compressors for Petroleum, Chemical and Gas Industry Services) including the various design approaches to minimize and manage pulsation and vibration of piping and attached equipment including pulsation bottle sizing and design and piping stiffness evaluation.

8. Provides technical review of projects, proposals, tools, reports, and equipment to ensure compliance with Company standards, contracts, and regulatory requirements.

9. Develops and maintains operating and maintenance standards for the Company in order to ensure public safety and compliance with regulatory requirements.

10. Oversees various technical projects and assists in engineering related computer application designs.

11. May oversee the creation and filing of local, state, and federal regulatory reports related to the storage, transmission, and compression assets installed, retired, repaired, and operated in the relevant operating jurisdictions.

12. Assists during the annual capital budget development regarding engineering and other related expenditures. Reviews budget requests and makes recommendations for submission and approval.

13. Monitors and evaluates capital projects to ensure Company standards and regulatory requirements are adhered to during design and construction.

14. Evaluates and establishes material and product standards and qualifications for Company use.

15. Implements policies, procedures and standards to ensure proper administration of activities.

16. Develops and monitors functional area budgets to ensure efficient utilization of resources. Plans, directs and reviews the achievement of area goals and objectives within established company policies.

17. Monitors and maintains system designs and flow models to ensure accurate measurement of gas quantity and quality, and reliable natural gas service to customers.

18. Maintains adequate staffing levels to ensure proper administration of activities. Selects, develops, motivates and evaluates the performance of assigned employees.

19. Leads as a culture champion by promoting our vision, strategy, AtmoSpirit principles, and supporting wellness and safety initiatives.

20. Oversees the activities of technical services employees responsible for optimization and troubleshooting of gas storage equipment and compression systems. Is knowledgeable in the various techniques of troubleshooting including plan development and operational data collection and evaluation.

21. Has experience conducting incident investigations including root cause determination in response to abnormal operations and equipment failures and preparation of reports that include timelines, information collection, conclusions and lessons learned.

MINIMUM REQUIREMENTS

Educational/Experience Level:

Bachelor's degree in Mechanical or Chemical Engineering and seven years of related experience; or equivalent.

Licensed Professional Engineer certification required.

Requires a valid driver's license.

Communication Skills:

Requires the ability to communicate, persuade and/or influence internal and/or external customers at a high level such as employees, supervisors, managers, directors, senior management, and regulators on matters of procedures, codes, and detailed technical information.

Numeric Skills:

Requires the ability to perform algebraic, trigonometric, geometric operation or moderately complex statistical methods and/or apply high level accounting methods for financial reporting.

Computer Skills:

Requires advanced knowledge of various software applications required to create documents, reports and/or graphics.

Work Conditions:

Primary job responsibilities require work inside an office environment. May require some traveling. Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting.

As a Safety-Sensitive position, pre and post-employment screenings, including but not limited to drug testing as outlined by the Department of Transportation (DOT) and Pipeline & Hazardous Materials Safety Administration (PHMSA), and motor vehicle record (MVR) background checks are required.
