About the Hiring Group

RTI International is one of the world's leading research institutes, dedicated to improving the human condition by turning knowledge into practice. The Information Technology Practice Area has an immediate opening for a Web Developer specializing in NAEP and NRC public and private website and application development, who will play a pivotal role in driving the development and accessibility of products throughout the product development lifecycle to ensure exceptional customer experiences for the wide range of digital products, including websites, web tools, dashboards, and applications. The Web Developer will have extensive knowledge of the development of web products that support the release of educational assessments, reporting, and data systems, and is responsible for managing the assignments and workloads of junior developers, championing human-centered design and development, ensuring accessibility, and collaborating with multidisciplinary teams at every stage to prioritize NAEP and NRC end users' and clients' needs with best in class development requirements. The Web Developer will provide development standards for the creation of new NAEP and NRC products and enhancements, as well as training for junior developers and Coalition partners.

This position is open to individuals interested in working remotely or working from our headquarters in Research Triangle Park, NC. This will start as a one-year term assignment and will be re-evaluated for extension.


What You'll Do

  • Work collaboratively across the organization and with NAEP and NRC clients to help drive and define product development while ensuring alignment with user needs and business objectives.
  • Involved in all phases of NAEP and NRC web products Software Development Life Cycle including requirements gathering, design, development, testing, implementation, and postproduction product support.
  • Work with a multidisciplinary team (e.g., UX, content, research, design, and development) using quality standards and approaches, while promoting innovation and creative thinking among the team.
  • Serve as development team lead for junior developers, assign, prioritize, troubleshoot, peer review and approve new products, updates, or bug fixes.
  • Ensure that NAEP and NRC product software are maintained, updated, and eventually retired when necessary.
  • Ensure NAEP and NRC website functionality and products are section 508 compliant, including PDF, MS Excel, PowerPoint, and Word documents.
  • Ensure the creation of 508 compliant PDF tags and provide training/assistance for 508 compliance.
  • Work with project management staff to create work plans that outline the timeline, processes, team roles and responsibilities, and project milestones for NAEP and NRC product development.
  • Effectively communicate internal and external timelines to the project team and stakeholders using work plans and project management software (e.g., JIRA, Asana, Trello, Smartsheet).
  • Provide clear, concise, and accurate communication to NAEP and NRC clients.
  • Generate NAEP and NRC product software engineering policies, standards, and procedures.
  • Additional duties identified in collaboration with supervisor and project teams.

What You'll Need

  • Must have a minimum of 15 years of demonstrated experience developing data driven web products and applications focused on disseminating NAEP and NRC education assessment data and insights.
  • Must have demonstrated product development success determining system design requirements for the public and private NAEP and NRC websites and applications and work closely with the UX design team on requirements.
  • Must have demonstrated product development success in all SDLC attributes for the NAEP and NRC public websites.
  • Must have demonstrated product development success in all SDLC attributes for private NAEP-related web applications (CF, NN, IMS, SPTS, PCTS, SVSM, NRTS, GB, NPSO, OARS).
  • Must have demonstrated success in coordinating software development for complex data release schedules and collaborating with internal and external stakeholders throughout the product development lifecycle.
  • Awareness of human-centered design principles and best practices for digital accessibility.
  • Must be able to conduct reviews of websites, applications, and functionality for 508 compliancy.
  • Knowledge and successful implementation of Google Analytics tagging for NAEP and NRC websites.
  • Must have current Public Trust Clearance through U.S. Department of Education.

    Desired qualifications
  • Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience or PhD and 1 year of experience, or equivalent combination of education and experience.
  • Demonstrated success serving in web development or software engineering roles, and leading junior developers while prioritizing multiple tasks.
  • Extensive programing skills with over 15 years of experience developing data driven web applications using SharePoint, ASP.NET, ADO.NET, HTML, jQuery, JavaScript, CSS, SQL, MVC.

    Desired Skills
  • Experience with ASP.NET C#, HTML, CSS, JavaScript, jQuery, and MVC3 languages.
  • Experience with Microsoft: Internet Information Server (IIS), SharePoint 2010/2013/2016, SQL Server 2008/2014, Visual Studio.NET, and Drupal.
  • Experience collaborating and communicating with multi-disciplinary teams, including researchers, designers, writers, and project managers.
  • Experience working across multiple disciplines, including content strategy, UX research, UX design, development, finance, digital accessibility, analytics, and marketing.
  • Experience working across Coalition contract companies and the NCES client
  • Excellent oral and written communication and presentation skills.
  • Strong attention to detail and accuracy.
  • Ability to prioritize multiple tasks.
  • Ability to work well with others.
  • Ability to listen and communicate well both verbally and in writing.
  • Ability to work independently.
