Overview

Nakupuna Consulting is seeking a highly motivated and experienced Training Manager to lead the design, development, and implementation of customized training programs in support of the Department of Defense (DoD) Enterprise Software Initiative (ESI) Custom Training Development and Delivery Support Services. ESI is a strategic sourcing program aimed at optimizing IT and software procurement across the DoD by promoting efficiency, compliance, and cost savings. The Training Manager will manage the full training lifecycle, including overseeing the development of instructional materials, coordinating with stakeholders, and delivering training solutions that equip DoD personnel to navigate acquisition processes, adhere to policy requirements, and manage enterprise software assets effectively.

    Design, plan, and implement comprehensive training programs and instructional content tailored to DoD acquisition and procurement personnel.
  • Assess organizational and programmatic training needs and evaluate the effectiveness of training solutions.
  • Collaborate with acquisition, IT, legal, and program management teams to ensure training materials reflect current policy and regulatory standards.
  • Supervise a team of training specialists, instructional designers, and administrative support staff.
  • Manage vendor relationships and oversee the integration of third-party training tools and content.
  • Ensure training methods and platforms are modern, accessible, and engaging for remote and in-person learners.
  • Research and evaluate emerging training technologies, methodologies, and best practices to recommend enhancements that meet evolving organizational needs.


Qualifications

Skills/Qualifications:

  • Proven leadership and project management abilities in a training or instructional development environment.
  • Strong understanding of DoD acquisition and procurement policies, especially related to software and IT services.
  • Excellent verbal, written, and interpersonal communication skills.
  • Proficiency with training management systems (TMS), eLearning platforms, and multimedia instructional tools.
  • Ability to analyze training effectiveness and adjust strategies accordingly.
  • Skilled in stakeholder engagement and cross-functional collaboration.

Education: Bachelor's degree in Business Administration, Instructional Design, Information Technology, or a related field.

Experience:

  • Minimum of 5 years of experience in a training development or instructional role within a federal or DoD environment.
  • 1-3 years of supervisory experience managing training staff or instructional development teams.
  • Demonstrated experience managing and executing training programs within a structured, policy-driven setting.

Training: Certifications such as Certified Professional in Training Management (CPTM), Certified Federal Contracts Manager (CFCM), or related instructional design certifications are desirable.

Clearance Requirements: Ability to obtain and maintain a Secret security clearance (active clearance preferred). Must be a U.S. citizen.

Location: The position is primarily based at Nakupuna facilities in Arlington, VA; however, the candidate is expected to support up to four in-person training events annually in San Diego, CA, or Washington, D.C.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
