Description

The Program Director will act as CIS's liaison between select Programs and the Programs' clients. The primary responsibility of the Program Director is to grow CIS's business in the greater Milwaukee region. The Program Director will be CIS's primary point of contact with the client's program representative and will support CIS's senior leaders relationship with the client's senior leadership. The Program Director will report on and coordinate with the client on all aspects of the program including: new business opportunities; project planning; property owner relationships; status of each project's development stage; project cost and revenue updates; etc. The Program Director will also work through the day-to-day implementation of CIS's contract with the client including the terms and condition of that agreement.

This position reports to the region's Market Director. This is an on-call, hourly, non-exempt role. The anticipated level of engagement is variable and dependent on work CIS is able to win and then assign to the Program Director. Depending upon the growth of the business, this position has ample prospects of becoming part- or full-time in the near-term.

Key Responsibilities:



  • The primary responsibility of this role is to grow CIS's business in the Milwaukee and adjacent region, and help the firm continue to deliver larger-scale climate adaptation projects.
  • Establish and nurture a proactive relationship with CIS program clients at the Program Management level.
  • Serve as the key point of contact between the project team and CIS's clients to ensure consistent and transparent communication throughout project phases.
  • Coordinate stakeholder engagement efforts with utilities, city departments, neighborhood associations, and property owners to foster community support for green infrastructure installations.
  • Facilitate permitting and compliance processes by liaising with regulatory agencies, ensuring adherence to stormwater management codes and sustainability goals.
  • Monitor and report project progress to clients and internal teams, including schedule, budget, and relevant performance metrics.
  • Translate technical concepts into accessible language for non-technical stakeholders, enabling better understanding of GSI benefits such as flood reduction, water quality improvements, and urban greening.
  • Identify and manage project risks related to utility conflicts, community concerns, or environmental constraints, escalating issues to appropriate decision-makers as needed.
  • Collaborate with engineers, landscape architects, and construction teams to ensure that green infrastructure designs align with client expectations and long-term utility goals.
  • Support public outreach and educational efforts, including presentations, site tours, or workshops that highlight the value and function of green stormwater infrastructure in urban settings.
  • Track and document lessons learned from each project phase to inform future GSI initiatives and help the utility scale best practices across the city.
  • Assist in funding strategy development including grant applications or incentive programs that align with the client's resilience and sustainability initiatives.
  • Manage any program operational needs as assigned.
  • Facilitate information gathering and synthesis of critical business data, ensure data accuracy, integrity, and timeliness.
  • Support CIS's mission and core values.

What You Will Need:



  • Bachelor's degree in Regional/Urban Planning, Environmental Science, Sustainability, Policy, Community Development, Engineering, Construction, or related field. A Masters degree is
  • Enthusiasm to work within a collaborative, interdisciplinary team of engineers, landscape architects, and planners to make a positive and impactful change across communities through careful design and implementation of best practices.
  • Motivation to serve underserved communities.
  • Work in a remote environment, with the ability to connect via phone or video with a supervisor as needed.
  • Meet in person with CIS's clients on a periodic basis.
  • Demonstrable analytical ability to interpret and analyze data, identify trends, and use data to generate recommendations.
  • Ability to present information and provide concise explanations to internal and external audiences.
  • Excellent interpersonal, writing, and presentation skills, with the ability to communicate effectively with supervisor and other CIS staff.
  • Advanced proficiency in Google suite of software and Microsoft Office including Excel, PowerPoint, and SharePoint is required.


Position Location Requirements:

CIS's preference is to hire in the Milwaukee metro area. The new hire will work in a hybrid fashion, using our local office as often as needed per their discretion.

Compensation & Benefits:

The hourly pay range for this position is $60 to $75. This hourly base pay offered varies depending on skills, experience, and job-related knowledge.

CIS's on-call employees are not eligible for any company benefits. As mentioned previously, depending upon the growth of the business, this position has ample prospects of becoming part- or full-time in the near-term which are eligible for company benefits.
