How your work would contribute to our organization and the Twin cities region:
The purpose of the Light Rail Transit Unit (LRTU) Manager is to assist the Assistant Director, Office of Equity and Equal Opportunity (OEEO), in implementing the Council's Civil Rights, small business contracting programs and/or Disadvantage Business Enterprise (DBE) program objectives. The LRTU Manager supervises staff, coordinates and distributes work, provides work instruction, coaches, monitors work for quality and timelines, trains, and evaluates performance.
This position's work will be in direct support of the Metro Transit Division, Capital Projects.
This position is eligible for a hybrid (remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

- Supervise EO Consultants, administrative assistants, and interns
- Coordinate, distribute work, provide work instruction, coach, monitor work, train, and evaluate the performance of the above
- Oversee compliance requirements
- Comply with regulatory reporting requirements
- Oversee small business contracting goals
- Manage contract bid evaluations
- Serve as Subject Matter Expert (SME) for Federal Transit Administration (FTA) Triennial Audit
- Administer Equity, Equal Opportunity, and/or Disadvantaged Business Enterprise and Metropolitan Council Underutilized Business (MCUB) programs
- Ensure compliance with all rules and regulations
- Provide advice and consultation
- Complete research and resolution activities
- Other related duties as assigned

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of education (in law, human resources, public administration, social sciences, or similar) and relevant experience in a diversity-related field:
- Juris Doctor (JD) and 2 years of experience, including 2 years in a supervisory/management position
- Master's degree and 3 years of experience, including 2 years in a supervisory/management position
- Bachelor's degree and 5 years of experience, including 2 years in a supervisory/management position
- Associate's degree and 7 years of experience, including 2 years in a supervisory/management position
- High school diploma/GED and 9 years of experience, including 2 years in a supervisory/management position
Strong preference for experience with EO program administration and lead work experience.
Licensure
- Valid driver's license with acceptable driving record
What additional skills and experience would be helpful in this job (desired qualifications):
- Experience with small business contracting program administration
- Experience working on large capital construction projects
- Experience interpreting and implementing federal regulation, state statute, and organizational policy
- Experience with government procurement processes and procedures
- Experience conducting community outreach and engagement activities with internal and external partners from diverse backgrounds
What knowledge, skills, and abilities you should have:
- Knowledge of statutes, rules, and regulations related to programs administered
- Knowledge of program management and administration
- Skill in word processing, spreadsheets, emails, and department-specific databases

Union/Grade: MANA, Grade I FLSA Status: Exempt Safety Sensitive: No Work Environment: Work is performed in a standard office setting. Some positions may require travel between primary work sites to other sites. Ability and willingness to travel in the metro area occasionally. What steps the recruitment process involves:
