Purpose of Job:

TOTE Services is seeking a qualified individual to serve as the Machinery/Systems Inspector under the Vessel Construction Management (VCM) contract to build, outfit, and deploy the National Security Multi-Mission Vessels (NSMV) for the Maritime Administration (MARAD). This position will be in Philadelphia, PA at Hanwha Philly Shipyard and will report directly to the TOTE Services Chief Inspector.

This individual will oversee the installation and testing of all machinery, equipment, piping, and other systems onboard the vessels to verify performance and compliance with the contract requirements. The selected candidate must also demonstrate a deep commitment to safety by supporting and adhering to a shipyard safety program that aligns with TOTE Services' core values and organizational objectives.

Main Duties and Responsibilities:

The Machinery-Systems Inspector will represent TOTE Services by providing experienced oversight of the installation and testing activities during vessel fabrication. The individual must demonstrate a broad knowledge of marine systems and coordinate with a team of fellow subject matter experts to carry out the following fundamental duties:

• Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting daily inspection activities. Make safety a priority in everything we do.
• Attend regular inspections to verify and record shipyard adherence to their internal quality processes and industry standards during fabrication, testing, commissioning, and trials.
• Validate and record that all machinery and equipment installations are compliant with the requirements of the Specification and the manufacturer's standards and ensure that the workmanship results in a high-quality system installation.
• Study relevant production drawings, standards, specifications and testing procedures in preparation for daily inspections, validate design changes, and assist with the resolution of technical issues.
• Provide expert guidance and oversight for all ship systems, including main propulsion systems, auxiliary support systems, HVAC, thrusters, deck machinery, firefighting and lifesaving systems, and more. Ensure shipyard processes for flushing, hydro-testing, start-up and commissioning align with industry best practices and manufacturer's requirements.
• Attend Dock Trials and Sea Trials as required to support final testing and commissioning of the ship's machinery and systems. Work closely with the shipyard and the equipment manufacturer to verify compliant operation and the delivery of fully certificated equipment.
• Support the management and resolution of warranty claims, as directed.
• Develop and maintain relationships with key stakeholders, including USCG, ABS, and the shipyard.
• Independently evaluate the shipbuilder's progress against the published schedule and provide recurring status updates to the Chief Inspector.

Secondary Duties and Responsibilities:

• Assists the Company in any necessary duties to achieve Company goals.
• Performs other related duties as assigned.
• Adherence to the Integrated Management System that covers Quality, Environmental, and Safety.

Skills:

Minimum Qualifications:

• 5+ years of related experience in new construction shipbuilding.
• Experience sailing as an engineering officer on a U.S. Flagged ocean-going merchant vessel is preferred.
• Ability to read and interpret ship construction drawings
• Excellent written and verbal communication skills.
• Proficient with Microsoft Office Programs
• Ability to work independently and under limited supervision.

Education, Licensure and/or Experience:

Bachelor's Degree from a Federal or State Maritime Academy, or a degree in Marine Engineering, Mechanical Engineering or another related field is required.

WORK ENVIRONMENT:

• Must be able to access all work locations, including government and private shipyards and/or vessels.
• Daily inspections require entering confined spaces, climbing ladders, working at heights, walking on scaffolding, observing use of tools and equipment/machinery.
• Physical agility must allow for bending, reaching, climbing, crawling, and working on ladders and scaffolding. Must be physically able to walk to all shipyard locations.
• Must be able to lift 25 pounds of weight.
• Visual parameters require the ability to see up close, at a distance and peripherally, with excellent depth perception and color recognition.
• While performing the duties of this job, the employee is occasionally exposed to vapors, gases, dust, welding/burning fumes, and smoke.
• Must be able to spend up to 80% of time in an outdoor shipyard environment in all climates.
• The noise level is usually moderate to extremely noisy 90% of the time, which may include sirens, horns, chipping, and hammering.
