Responsibilities

  • Provide daily Special Access Program (SAP) security support for a cleared Industry and Contractor Program Manager (CPM) ensuring alignment with DoD, government customer SAP requirements, and NISPOM.
  • Follow and enforce the customer program security guide (PSG), security classification guide (SCG) and additional security requirements.
  • Develop, maintain, and implement the SAP facility (SAPF) security operating procedures.
  • Implement program OPSEC plan; develop supplemental procedures for locality based on PSO provided Threat information.
  • Support program-related Information Technology (IT), COMSEC requirements, as needed.
  • Interface with the government customers and approved organizations to support program-related activities. Ensure IT and COMSEC safeguarding is incorporated into the facility SAP SOP.
  • Provide security guidance for the CPM in the development for Prime and subcontract DD Form 254 and security appendices, as needed.
  • Implement SAP Physical. Information, and Personnel security, to include:
  • Assist with and enforce SAPF visitor escorting and access control requirements, maintain all required visitor registers.
  • Conduct entry and exit inspection and maintain all appropriate inspection registers.
  • Provide intrusion detection system (IDS) support (tests, inspections, and after-hour response).
  • Develop and maintain SAPF fixed facility checklists (FFC), TEMPEST checklists, and other SAPF required documents for facility accreditation.
  • Conduct annual SAP security self-inspections and provide the PSO with CPM validated findings and corrective action plans (CAP).
  • Prepare for SAP program compliance reviews, as required.
  • Report suspected disclosure, compromise, or loss of program or classified information and materials, provide security inquiry report as required.
  • Perform SAP documents and media control, to include:
  • Develop and maintain a SAP Top Secret accountable and non-accountable material control program; provide CPM validated annual inventory reports to the customer as required.
  • Develop and implement controlled unclassified and classified media and destruction procedures.
  • Develop transportation request letters (TRLs), appoint and train authorized couriers of responsibilities to government customer requirements.
  • Ensure all High to Low assured file transfer (AFT) request have government Authorization Official (AO) approval and oversee Data Transfer Authorization (DTA) requirements in accordance with approved data transfer Procedures.
  • Maintain all accountable material transfer receipts, TRLs, and courier documentation as required.
  • Perform SAP Personnel security functions, to include:
  • Verify personnel security clearance and continuous vetting (CV) or continuous eligibility (CE) verification in DISS for nominees and periodic CV/CE review for assigned accessed individuals.
  • Prepare program access requests (PAR) and required documentation supporting the program nomination process (PNP) to government customer specifications.
  • Develop an approved security education training and awareness (SETA) program and conduct required SAP training for accessed individuals.
  • Assist CPM and subject matter experts (SME) with SAP indoctrinations; provide required indoctrination documents to the customer, as required.
  • Receive and maintain initial and annual pre-screening questionnaires (PSQ) documents for all assigned SAP-briefed individuals.
  • Process official and non-official foreign travel notifications and conduct post-travel debriefings, as required.
  • Provide CPM validated semi-annual access lists to the PSO identifying all accessed and debriefed personnel.
  • Process visit authorization requests (VARs) to customer approved customer locations.

Qualifications

  • Bachelor's (or equivalent) with 10 - 12 years of experience or a Master's with 8 - 10 years of experience.
  • Must POSSESS and be able to maintain a TS clearance with SAP eligibility.
  • In-depth working knowledge of the 32 Code of Federal Regulation Part 117, "National Industrial Security Program Operating Manual" (NISPOM), the NISPOM Supplement, ICD's and DoD SAP Policies and Procedures.
  • Required Technical Skills: Understanding and ability to implement DoD security administration, including understanding and executing NISPOM and JAFAN processes. Experience using Joint Access Database Environment (JADE) and the Defense Information System for Security (DISS).
  • Required Skills and Abilities: Ability to communicate verbally and in writing to senior government officials and conduct training, problem solving to find solutions to support the organization's mission while adhering to all security standards.

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
