The Program Manager serves as the overall leader of the DCMP and the primary liaison with FDEM, FEMA, and community partners. This role oversees all aspects of program execution, including staffing, compliance, reporting, and survivor outcomes. The Program Manager ensures the program remains aligned with FDEM's goals while maintaining accountability for budget, performance, and stakeholder engagement.

Compensation & Benefits:

Estimated Starting Salary Range for Program Manager : Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided. Benefits are subject to change with or without notice.

Program Manager Responsibilities Include:

  • Executes and refines program initiatives to meet organizational goals.

  • Develops and refines the scope of the program in response to evolving organizational and community context.

  • Supports program initiatives with other key data.

  • Face and voice to the media, immediate community, community leaders at all government levels.

  • Plans the program from start to completion involving deadlines, milestones and processes.

  • Develops, manage, track and report operational budget for the program.

  • Meets with stakeholders to discuss program status and goals.

  • Devises evaluation strategies to monitor performance and determine the need for improvements.

  • Supervises project /site managers involved to provide feedback and resolve complex problems.

  • Discovers ways to enhance efficiency and productivity of procedures and people.

  • Applies change, risk and resource management principles when needed.

  • Ensures program operations and activities adhere to legal guidelines and internal policies.

  • Keeps senior management informed with detailed and accurate reports or presentations.

  • Hires, trains and is a motivating mentor to staff.

  • Creates and nurtures effective communication within the organization.

  • Builds strong team through open communication and by collaborating on decision-making responsibilities.

  • Performs other job-related duties as assigned

Program Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's in Emergency Management, Public Administration, or related field (Master's preferred).

  • 7-10 years in program management; 5+ years in disaster/emergency management.

  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals in a diverse community.

  • Excellent communication and time management skills and strong attention to detail.

  • Ability to solve problems and drive results. Moves quickly, is adaptable and thrives in ambiguity.

  • Ability to present technical information clearly and concisely at a level appropriate to the target audience.

  • Certifications: Project Management Professional (PMP); Certified Emergency Manager (CEM) preferred.

  • Must pass pre-employment qualifications of Cherokee Federal
