JOB SUMMARY:

The Program Manager is responsible for planning, organizing, and directing all project and production efforts related to Base A. This role ensures that project execution aligns with company goals, timelines, and quality standards. In Base A, the Program Manager operates with broad responsibilities across project management, resource planning, team leadership, and customer engagement.

JOB REQUIREMENTS

Essential Functions:



  1. Collaborate with the Operations Manager and company leadership to develop and implement strategic goals, processes, and policies specific to Base A.
  2. Lead daily operations of Base A projects, ensuring adherence to cost, schedule, quality, and safety targets.
  3. Act as the primary point of contact for customers on program execution, progress, and issue resolution.
  4. Foster a strong culture of safety, ownership, and accountability among all team members.
  5. Coordinate across functions (engineering, production, logistics, quality, etc.) to streamline execution and resolve operational bottlenecks.
  6. Support project planning including budgeting, resourcing, scheduling, and procurement to ensure alignment with project requirements.
  7. Identify areas for operational improvement and implement changes to enhance efficiency and throughput.
  8. Ensure compliance with all company, regulatory, and customer requirements, including safety, quality, and environmental standards.
  9. Provide coaching and leadership to project and production teams in a fast-paced, evolving environment.
  10. Monitor performance metrics across projects and report to senior leadership on program status and division health.
  11. Oversee resource planning and staff assignments based on workload and skill sets to meet project milestones.
  12. Participate in capital planning, procurement of critical assets, and facility improvements with consideration to ROI.
  13. Promote and maintain positive relationships with customers, vendors, and stakeholders to enhance the company's reputation.
  14. Assist in the recruitment, training, development, and evaluation of personnel across program and production roles.
  15. Support other company initiatives and cross-divisional projects as needed.



QUALIFICATIONS:



  1. Willingness to work a flexible schedule in a dynamic environment.
  2. Ability to lead, coach, and motivate teams with varied skill sets and responsibilities.
  3. Strong working knowledge of project management, scheduling, budgeting, and quality systems.
  4. Experience in interpreting technical drawings, specifications, and contractual documentation.
  5. Demonstrated leadership in marine construction, shipbuilding, or complex industrial environments.
  6. Ability to analyze data, solve problems, and implement effective solutions quickly.
  7. Excellent communication and interpersonal skills with ability to interface with all levels of personnel and customers.
  8. Proficiency in Microsoft Office; knowledge of Microsoft Project or similar software is a plus.
  9. Must be authorized to work in the United States.
  10. Must be able to gain access to military installations.
  11. Must successfully pass a drug screen and background investigation.



EXPERIENCE/EDUCATION:

Minimum 10 years of senior project management experience, with at least 5 years in shipbuilding, industrial construction, or marine fabrication. Equivalent combinations of education and experience will be considered.



Physical Requirements:

Must be able to walk through work sites including vessels, piers, docks, and fabrication areas. Must be able to lift up to 50 pounds occasionally and be comfortable in environments requiring standing, climbing, bending, and working in variable weather conditions. Ability to use computers for extended periods is required.



Environmental Conditions:

Work will be conducted in both office and shipyard environments. Exposure to noise, outdoor conditions, and industrial activity is expected. Use of personal protective equipment (PPE), including hearing protection, may be required.
