The Maryland Department of Transportation, The Secretary's Office (MDOT TSO), seeks a visionary and strategic technology leader to fill the Director, Networks (DOT Executive VII) role. The Director, Networks plays a critical leadership role in advancing MDOT's enterprise IT strategy through effective oversight and management of all network operations and services. This highly technical leadership position is focused on guiding and managing core network domains, including LAN/WAN infrastructure, fiber networks, wireless and cabled connectivity, data center networking, mainframe connectivity, and network security, from both administrative and technical standpoints. MDOT operates within a hybrid IT governance model that includes both federated and decentralized services. Within this model, the Director, Network is directly responsible for overseeing the technical operations of all federated and centralized network services used across MDOT. This includes critical functions such as network architecture, design, deployment, and ongoing support. The Director, Network also ensures the seamless delivery of network services directly to and from MDOT's Transportation Secretary's Office (TSO) and all modal partners, ensuring alignment, integration, and continuity across the organization. A central component of this role is the development and implementation of MDOT's enterprise network strategy, which supports the department's broader organizational goals as part of the overall IT master plan. The Director, Network is responsible for translating this strategic vision into actionable network outcomes by aligning resources, managing budgets for network-specific initiatives, and overseeing the performance and delivery of all network-related technical domains. This position is essential to ensuring that MDOT's network capabilities are responsive, resilient, secure, and positioned to enable the agency's mission through innovation, collaboration, and sound network governance.

In this dynamic role, you will:

  • Lead the secure, resilient, and high-performance operation of MDOT's enterprise network.
  • Direct the Network Managed Services (NMS) program.
  • Develop and implement network strategies, security, enhancements and modernization efforts.
  • Lead network resilience efforts, including business continuity, disaster recovery, and incident response.
  • Establish and enforce network security, policies, procedures, and best practices.
  • Manager vendor relationships for network hardware, software, and services.
  • Supervises and develops network staff.
  • Contribute to and manage the network operating budget.

The current vacancy exists MDOT TSO in the Office of Transportation Technology Services (OTTS), which is located in Hanover, MD (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor's degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.

Experience:

Eight (8) years of progressively responsible experience in enterprise network design, implementation, and management, including fiber-optic network infrastructure.

Five (5) years of experience leading security, monitoring, and optimization for large-scale IT projects.

Three (3) years of experience with strategic planning, budgeting, compliance, and vendor contract negotiation for network infrastructure projects.

The ideal candidate will possess the following:

  • Knowledge of compliance, disaster recovery, and business continuity planning.
  • Proven ability to collaborate with IT leadership and stakeholders.
  • Demonstrated leadership managing technical teams and cross-functional IT projects within large organizations.
  • Strong background in network security practices, including collaboration with cybersecurity teams to protect network assets and data.
  • Familiarity with industry compliance standards, disaster recovery planning, and business continuity for critical network services.
  • Knowledge of emerging fiber-optic technologies and trends, with the ability to evaluate and implement new solutions to meet evolving business needs.
  • At least two (2) years of experience working in the Federal or State Government.
