Director of Fiscal Affairs - 136924

Reporting to the Chief Administrative Officer, the Director of Fiscal Affairs has direct and independent responsibility for all financial activities in the Department of Physics, with delegated authority to execute pre- and post-awards, recharges, and service agreements. Oversees all extramural and department operating financial activities, spanning federal, state, and private contracts and grants, university funding, gifts and endowments, recharge activity, service and membership agreements, and other complex arrangements with industrial partners.

The Director analyzes, develops, implements, and refines fiscal policies, affiliations, and agreements. Exercises leadership and discretion to address managerial and programmatic challenges, using a high degree of independence, ingenuity, and analytical skill. Provides financial guidance to academic researchers and over 55 principal investigators in the acquisition and administration of research funding. Leads the development of financial best practices that ensure compliance with UC, federal, state, and local regulations.

Develops standards to meet audit requirements and promote sound business practices and ethics. Administers the departmental operating budget, including expenditure assignments and long-range financial planning. Prepares analytical studies and expenditure reports, advises department management and campus officials, and actively contributes to the department's strategic planning. Serves as a confidential financial advisor to the CAO and represents the department on campus-wide committees related to finance, research, data, and systems.

• Bachelor's degree in related area and / or equivalent experience / training.

• Extensive knowledge of finance policies, practices and systems, budgeting and reporting techniques, accounting and bookkeeping.

• Solid understanding of financial and resource planning concepts as well as how to control organizational budgeting.

• Prior supervisory experience required. Excellent supervisorial skills, including the skills: to hire high-quality staff; to direct the work of others; to manage performance (including: setting standards, observing behavior, providing objective feedback, and implementing corrective action as needed); to mediate disputes or otherwise help to resolve conflicts; and to provide effective leadership/coaching/mentoring.

• Ability to prepare and present materials to internal and external constituents.

• Extensive knowledge of human resource policies, practices, and planning.

• Demonstrated ability to effectively communicate both verbally and in writing.

• Advanced skills in the use of spreadsheet and database software.

• Demonstrated interpersonal skills and ability to work effectively across the organization at all levels.

• Proven ability to deal with changing priorities and direct the work of others accordingly. Ability to multi-task.

• Demonstrated ability to screen applications, interview candidates, and either make selection decisions or recommend individuals for hire.

• Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

• Client services oriented; has good listening, communication, critical thinking, and analytical skills.

• Knowledge of compliance requirements related to financial conflict of interest and research safety (e.g., biosafety, laser safety, chemical safety, etc.). Knowledge of requirements related to use of human or animal subjects in research is a plus.

• Experience with all types of award mechanisms, including grants, contracts, subcontracts, subawards, and cooperative agreements.

• Extensive knowledge and understanding of complex policies and concepts in research administration such as: Federal Acquisition Regulation, Code of Federal Regulations, application of indirect cost rates, compliance regulations, intellectual property policy, conflict of interest requirements, publication rights, and sponsor-specific policies. Ability to interpret and apply same.

• Demonstrated ability to handle confidential matters with tact and discretion.

• Demonstrated ability to act ethically and to encourage/support ethical behavior by others.

• Ability to perform highly complex financial analysis and customized reporting, including advanced competence in the use of spreadsheet and database software to perform these functions.
