Qualifications

Education and Experience: Graduation from a standard high school or equivalent and experience equivalent to two years of computer operations or law enforcement telecommunications work.

Definition: Telecommunications Knowledge - Basic knowledge of the transmission, broadcasting, switching, control, and operation of telecommunications systems to communicate technical issues.

Substitution of Education for Experience: An associates degree from a two-year college or technical institute with a major in data analytics, data science, computer science, criminal justice or related field may be substituted for the required experience.

NSQs: Applicants for this class must:

  1. Must be a citizen of the United States;
  2. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  3. Complete a criminal history and background disclosure form in a manner approved by the appointing authority and agree to release all records involving any criminal history or necessary records to the appointing authority;
  4. Be subject to an intense background investigation in a manner prescribed by the appointing authority, which includes but not limited to a check of State and Federal criminal records, driving history, social media accounts, credit check, education, military, previous employment, drug use, and reference verification.

Overview

This classification monitors the Tennessee Information Enforcement System (TIES) Message Switch and assists law enforcement agencies with CJIS system transactions and law enforcement alerts. This classification performs responsibilities at the entry/training level under the direct guidance of a supervisor. This series has second and third levels that function at a more complex capacity.

* An applicant appointed to this Career Path series will be reclassified to the next higher class in the series after successful completion of a mandatory probation period; `unacceptable or `needs improvement performance during the probation period will result in automatic demotion or termination.

Responsibilities

  1. Monitors Tennessee Information Enforcement System (TIES) Message Switch for abnormalities to ensure connectivity of all CJIS databases and network. Communicates technical issues to law enforcement agencies to establish a resolution.
  2. Assists law enforcement agencies with all National Crime Information Center (NCIC) transactions, including but not limited to, NCIC entries, modification, and cancellation of files.
  3. Assists internal and external law enforcement personnel with Tennessee Information Enforcement System (TIES) transactions to educate them on the proper transaction (e.g., How to run a Drivers License, license plates, criminal histories, Be on the Lookout (BOLO) messages, etc.).
  4. Assists Tennessee Bureau of Investigation (TBI) personnel to communicate time sensitive alerts (e.g., Amber Alerts, Silver Alerts, Blue Alerts, Endangered Alerts, Escapee Alerts, etc.).
  5. Coordinates phone tips from active alerts and notifies TBI Fusion Center analysts or agents to communicate time sensitive information. Assists TBI analysts and local law enforcement in the apprehension of Wanted Persons, and recovery of missing and endangered children, Amber/Silver Alerts, etc.
  6. Accepts and acknowledges information from FBIs National Threat Operation Center (NTOC) to disseminate active threat information to the proper local, municipal, and/or state authorities.
  7. Monitors and answers information assistance services (e.g., hotlines, emergency communication tools, communication assistance services, etc.) to transmit time sensitive information to TBI personnel.
  8. Logs information from law enforcement personnel regarding the transfer of prisoners and/or death row inmates to ensure the safety of those involved. Communicates firearm carry status of TBI commissioned employees with the Federal Air Marshals Service to ensure the safety of traveling commissioned employees.
  9. Answers, directs, and conference phone calls to TBI personnel to facilitate the transfer of information.
  10. Monitors TBI facility camera systems outside of business hours to communicate information to local law enforcement on potential security threats to TBI Headquarters premises.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
