Job Summary The Proposal Lead will manage internal and external relationships with subject matter experts and Sr. Leaders throughout the organization. This position will primarily lead, develop, and manage strategic content, information resources, and automation tools to support the proposal development process for National and Public Sector sales (300+ Public and 500+ Major/National) for all platforms (Florida, South Carolina, Highmark). This position will perform a percentage of quality reviews of all proposal documents completed by the Proposal team prior to delivery to the group/consultant and provide feedback on items to position Blue Cross Blues Shield of Florida (BCBSF) more strategically. What You Will Be Doing
- Monitor inventory and manage tasks and responsibilities to support the achievement of team and organizational goals.
- Lead, develop, and manage strategic content, information resources and automation tools to support the proposal development process for informal proposals, formal Requests for Proposals (RFPs), and Requests for Information (RFIs).
- Service highly complex group specific major account bid situations in Employer Markets (National/Major 500+, Public Sector 300+, Corporate Accounts and Local Market).
- Develop project plans for proposal team, manage activity and prioritize to the timeline.
- Coordinate review of key documents and perform a percentage of quality reviews of all proposals.
- Coordinate meetings with internal partners to monitor status, document implementation progress and resolve issues.
- Ensure BCBSF process and plan changes are incorporated into implementation materials and processes.
Relationship Performance Responsibilities
- Build and manage effective business relationships to understand impact of product/ process/program changes that impact the implementation process.
- Establish and maintain strategic relationships with key internal partners
- Communicate non-standard Account requests to impacted departments.
- Facilitate the work required to coordinate with internal partners to brainstorm and/or develop alternative solutions to account requests that may otherwise require manual processing.
- Engage in relationships with external partners during finalist presentation, including group decision makers, group benefit administrators, agents/brokers and consultants.
- Participate in face-to-face meetings with the group as well as through conference calls developing and/or framing expectations and ensure understanding of benefit application, enrollment timelines, etc.
Development Performance Responsibilities
- Communicate group needs and specifics to Senior Leadership and key internal stakeholders including progress made, plans determined and issues identified and resolved.
- Manage and track resolution of barriers and issues during implementation and through post-implementation period.
- Develop action plans for key issues.
- Track completion of post implementation activities.
- Accountable for process improvement / continuous improvement initiatives identified during implementation.
What We Require
- 5+ years related work experience. Experience within a sales organization
- Related Bachelor's degree or additional related equivalent work experience
- Demonstrated experience with creative and business writing skills as well as managing multiple knowledge bases and architecting document types using the Qvidian application.
- Demonstrated proficiency with Microsoft Word, Excel and PowerPoint assessment may be requested
- Demonstrated project management, negotiating, organizing, planning, scheduling.
- Demonstrated knowledge of the health insurance industry and the competition.
- Demonstrated experience completing high-profile highly complex RFPs for strategic accounts.
- Demonstrated experience developing highly customized responses to complex bid questionnaires.
- Demonstrated experience designing highly customized benefit plans against competitor benefit designs.
What We Prefer
- Bachelor's degree Emphasis in Marketing, Journalism, Business, or Communications.
- Experience in curriculum design and delivering training programs to an array of audiences. Experience leading and managing proposal teams.

- Targeted Offer/Hiring Range: $75,700 - $94,600
- Annualized Salary Range: $75,700 - $123,000
- Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
