The Civilian Employment Assistance Program Service Specialist will facilitate and oversee the administration, development and delivery of the various Employment Assistance Services for Delaware Service Members, Veterans, and their Families. The primary goal of the CEAP is to connect Unemployed or Underemployed service members, veterans and their families with programs, networks, and resources which assist them in securing employment or transitioning into a new career.

Primary Functions/Work Responsibilities:


  • Serve as the primary coordinator for delivery on all employment assistance to Service Members, Veterans, and Military Families to include employer outreach and engagement, identifying and developing long range employment program strategy, and selecting outside employment platforms and initiatives.
  • Lead staff for the coordination of all Delaware National Guard employment and career assistance programs. Ensure all programs have a unified approach and are consistently collaborating to find employment assistance and placement opportunities.
  • Utilize employment websites for job seeking opportunities to include Delaware JobLink, DNG's Job eAlerts communication, DNG website, and job fairs.
  • Support all Yellow Ribbon Program events within the state and conduct outreach to local area employers for employment opportunities.
  • Evaluate employment needs through employment surveys administered, identify unemployed or under employed service members, and refer job seeker to partnering agencies/employers with matched skill opportunities.
  • Compile employment and job fair listings, attend job fairs and identify employment opportunities presented.
  • Interpret career assessments submitted by the Service Members, Veterans and their Families to determine if additional technical or job skill training is needed. If so, refer Service Members to the Education Service Office.
  • Create and maintain communication links with family readiness in order to track employment metrics by unit. Additionally, collaborate with the Family Assistance Center to identify employment needs of Family Members and work along with Family Readiness to share employment information and opportunities with Family Members.
  • Maintain a database of customers, networks and stakeholders to provide to the Director along with a monthly assessment of employer outreach, customer assistance, and customer placement.
