The Nonproliferation and National Security (NN) Department carries out research and development, provides technical support, and builds prototype systems to further U.S. government initiatives and policies in nuclear materials safeguards and security, arms control treaty verification, nonproliferation of weapons of mass destruction, and related national security areas.Within NN, the International Safeguards Project Office (ISPO) is the technical and administrative manager of the United States Support Program (USSP), which provides technical assistance to the International Atomic Energy Agency (IAEA) Department of Safeguards. The USSP responds to requests from the IAEA for assistance in specific technical areas. The Subgroup on Safeguards Technical Support (SSTS), an interagency, U.S. government committee, provides oversight of the USSP and guides ISPO's work. ISPO is recruiting a Task Monitor to perform project management work on IAEA Department of Safeguards requests to the USSP including the ability to recruit U.S. citizens for positions with the International Atomic Energy Agency's (IAEA) Department of Safeguards.

Position Description

Under the leadership and guidance of the ISPO Head, the Task Monitor will work with team members and manage work requests/tasks submitted by the IAEA and approved by the U.S. government interagency, represented by the SSTS. ISPO staff analyze requests for technical support in a variety of technical areas related to international nuclear safeguards including destructive/nondestructive analysis, containment/surveillance, remote monitoring, instrument integration, open-source information collection, training in safeguards verification techniques and the recruitment of U.S citizens for positions in the IAEA Department of Safeguards. ISPO staff are required to travel periodically to domestic and foreign locations. ISPO maintains a Liaison Office in Vienna, Austria which is rotationally staffed by an ISPO team member, generally as a four-year (two + two year) assignment. The ISPO Liaison Officer is based at the U.S. Mission to International Organizations in Vienna (UNVIE). This hire may have the opportunity to fill this position once an opportunity is available.

Essential Duties and Responsibilities:

  • Review IAEA work requests to ensure they are consistent with the USSP mission and objectives, outlining scopes of work, obtaining proposals, making technical recommendations to the SSTS, placing and managing contracts with U.S. national laboratories and other contractors, tracking the progress of work, and completing project closeout.
  • Conduct IAEA employment outreach activities and recruit U.S. citizens for U.S.-funded positions in the IAEA Department of Safeguards.
  • Use LinkedIn and other search platforms to identify well-qualified candidates for IAEA positions and to build a pool of candidates for future positions.
  • Use current project management software such as SharePoint and identify and implement software solutions to streamline ISPO work processes.
  • Analyze IAEA requests for human resources and development recommendations for U.S.-government funding
  • Plan and attend meetings with USSP stakeholders including U.S. government sponsors, IAEA representatives, national laboratories, and contractors.

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in business, science, engineering, international policy, nonproliferation or related field
  • Ability to define project scope of work for IAEA requests, effectively evaluate proposals, and make recommendations to government sponsors.
  • A minimum of five (5) years directly related relevant experience.
  • Previous experience working with and/or at the IAEA.
  • Demonstrated project management, organizational, and interpersonal communication skills
  • Ability to obtain a Department of Energy "Q" security clearance. This requires US citizenship.
  • Proficiency in the use of Adobe and Microsoft programs such as Word, Power Point, SharePoint and Excel
  • Ability to work with an international scientific community on complex, multi-stakeholder, technical projects

Preferred Knowledge, Skills, and Abilities:

  • Advanced degree in business, science, engineering, international policy, nonproliferation or related field
  • Ten (10 years) directly related experience with a focus on recruitment of U.S. citizens to work at an international organization such as the International Atomic Energy Agency
  • Expert experience and ability to very effectively identify qualified candidates for unique IAEA Department of Safeguards job description requirements.
  • Proficiency in the use of LinkedIn Recruiter and other social media platforms for professional networking
  • Familiarity with and knowledge of the IAEA Department of Safeguards organization and its verification activities
  • Previous experience partnering with and/or at IAEA Department of Safeguards and in human resources
  • Ability to select and implement project management software solutions to streamline ISPO project management activities
  • Experience in financial project management

  • Brookhaven National Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $92300 - $160000 / year. You will be placed at the level and salary commensurate with your experience. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
