Description

The Director of Supply Chain at RISE will lead the strategic and operational management of procurement, inventory, supplier and subcontractor relations, warehouse, freight/logistics and vehicle fleet services for the organization. This role is critical to ensure timely, cost-effective, consistent and compliant sourcing and delivery of materials and services across all business units. The Director of Supply Chain implements competitive bidding processes and drives continuous improvement in supply chain performance. The role manages the staff and functions associated with purchasing, subcontractor activity, warehouse, and the vehicle fleet program.

Essential Duties & Responsibilities include, but are not limited to:




  • Collaborate with business unit project teams to ensure seamless end-to-end operations and project execution.
  • Maintaining required quantity of supplies and materials to optimize company productivity levels.
  • Ensure accurate documentation and tracking of project inventory.
  • Collaborate with department managers and finance to identify and maintain resources needed to establish and provide an effective supply chain, ensuring the clean and efficient tracking of inventory and tools.
  • Implement an inventory management system and manage the monthly/annual inventory counts.
  • Maintain strong relationships with subcontractors, suppliers, and distributors to ensure timely deliveries of needed goods and services.
  • Negotiate best prices and terms to maximize savings while not compromising safety or quality of goods.
  • Identify and qualify new subcontractors and suppliers and ensure compliance with required policies and standards.
  • Monitor performance of subcontractors and suppliers by assessing their ability to meet quality and delivery requirements.
  • Implement a supplier management program with scorecards designed to measure supplier performance as it relates to quality, on-time delivery/completion, procurement cycle time, etc.
  • Develop and execute sourcing strategies aligned with company goals and regulatory standards.
  • Lead competitive bidding processes for subcontractors and major purchases.
  • Working with our legal team, negotiate and maintain contracts, pricing, and service agreements with vendors.
  • Oversee inventory control systems and ensure optimal stock levels and mitigate loss prevention.
  • Coordinate logistics and delivery schedules to support field operations in multiple states.
  • Utilize MRP systems and mobile tools for real-time tracking and reporting.
  • Build and maintain strong relationships with suppliers and subcontractors.
  • Maintain and ensure compliance with insurance, licensing, and safety documentation.
  • Ensure adherence to internal controls, SOX requirements, and ethical standards.
  • Maintain accurate records and prepare reports on procurement activities and supply chain performance.
  • Lead and optimize all warehouse operations including receiving, storage, inventory control, and order fulfillment.
  • Partner with the Finance organization on inventory and tooling/asset controls, including cycle counts programs and annual physical inventory processes.
  • Develop and implement strategic plans to improve warehouse efficiency, reduce costs, and support company growth objectives.
  • Act as the primary internal point of contact for the external vehicle fleet management company.
  • Monitor vendor performance against service level agreements (SLAs), including vehicle availability, maintenance turnaround, and cost control.
  • Develop and enforce internal policies for vehicle use, eligibility, and driver responsibilities.
  • Align fleet strategy with company goals, including sustainability, cost efficiency, and employee safety.
  • Partner with IT on telematic data use for the fleet to improve safety and performance.
  • Collaborate with HR, Finance, and Operations to ensure fleet policies support broader organizational needs.



Supervisory Responsibility:

Directly manages purchasing, warehouse and auto fleet staff. Indirect reporting relationships with project managers in each of the business units who are responsible for project(s) execution.

Required Education and Experience:




  • Bachelor's degree in Supply Chain Management, Business, Engineering, or related field.
  • MBA preferred and is a plus.
  • Six Sigma and/or Lean certifications from an accredited institute or firm is highly desirable.
  • Minimum 10 years of progressive experience in procurement, logistics, or supply chain management.
  • Leadership experience with direct reports and indirect matrix reporting is a must.
  • Experience in energy services, manufacturing, construction, or mechanical contracting is strongly preferred.
  • Proficiency in Microsoft Excel, ERP systems, and mobile platforms.
  • Strong negotiation, communication, and organizational skills.
  • CPSM or similar certification preferred but not required.
  • Experience with warehouse operations and inventory best practices.
  • Prior experience with Fleet Management and leasing programs is desired.


Work Environment, Position Type and Expected Hours:

This job operates in a professional office environment. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. It is a full-time 40+ hour position. Days and hours of work may vary but are typically Monday through Friday 8:00 AM to 5:00 PM, with periodic travel required. This position will be located in our corporate office in Cranston, RI.
