Job Summary

Loudoun County, Virginia's Office of Management and Budget (OMB) is currently seeking a detail-oriented, innovative, and analytical team player to become a core member of the capital budget team.

OMB is a multi-divisional office within the Office of the County Administrator, responsible for developing the operating and capital budgets, debt management, and long-term development and demographic forecasting. OMB leads the county government in high quality budget strategy and development, resource allocation, and financial analysis. The office prioritizes innovation, creative and critical problem solving, and high-quality customer service.

OMB's Capital Budget Division is responsible for the coordination and technical work in the preparation, monitoring, execution, and presentation of the County's annual Proposed and Adopted Budgets, including the six-year Capital Improvement Program. This position is responsible for the development and monitoring of capital project budgets with a portfolio that could include general government, parks recreation and culture, public safety, transportation, and school facilities. Additionally, this position along with the rest of the capital budget team, will support the County's Fiscal Impact Committee and produce work products that support the County's long-range planning efforts for capital facility needs.

The successful candidate should also have a team-oriented approach and strong analytical and writing skills, and values excellent customer service and innovation.

The position is high-visibility and produces work products and recommendations that guide the Budget Director, County Administrator, and Board of Supervisors on long-range capital facility planning for Loudoun County. The Management Analyst acts as a subject matter expert for the financial and policy decisions and analysis for their assigned portfolio. Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in Public Administration, Public Policy, Finance, Business Administration, or related field; four (4) years of related work experience in areas such as government, budget management, policy analysis, project management, or program evaluation; or equivalent combination of education and experience.

This position requires thorough knowledge of Excel, Word, and PowerPoint. Experience with Microsoft 365 suite, Oracle or other enterprise resource planning software, and Hyperion is a plus.
