The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking a talented and motivated individual to serve as an Data Analyst in the Quality Assurance Program. Job Summary

Under the supervision of the O&E Program Manager, the Data Analyst will perform duties including data collection, analysis, reporting, outcomes measurement, trend analysis, technical support, program evaluation and quality improvement functions.
This person will analyze, prepare, and present data for recurring and ad hoc data requests. This person will create reports, dashboards, and presentations to support data-driven decision making for both internal and external stakeholders. The Data Analyst will be responsible for maintaining reporting manuals and will be committed to best practices in data analysis processes. This person will assist in program evaluation through outcomes development, assistance in Continuous Quality Improvement (CQI) projects, and process and outcome evaluations. The Data Analyst will use data to make recommendations for improvement initiatives, Department goals, and increasing the quality of care.

The Data Analyst will serve as a data consultant and technical expert, collaborating with Department management and staff to provide support related to data collection, analysis, data interpretation, outcomes measurement, and software utilization.
Excellent analytical skills, communication skills, organization, flexibility and understanding of (or ability to learn) current Federal and State laws/regulations are essential to success in this person.

Salary commensurate with experience.


Minimum Qualifications

Bachelor's degree from an accredited college or university in Public Health, Business, Data Analytics, Program Evaluation or a related field; two (2) years related work experience preferably in conducting data analysis or program evaluation and managing outcomes for community-based programs or social sciences; or equivalent combination of education and experience.

Proficiency with Microsoft Office (including Word, Excel, and PowerPoint), PowerBI or similar software, and relational database software (such as SQL) are essential. Must have the ability to communicate and present ideas effectively, both verbally and in writing; knowledge of statistics and applied experience conducting analyses; the ability to create clear and organized reports and dashboards; the ability to manage multiple priorities simultaneously; and the ability to work collaboratively with all staff within a dynamic work environment.

Preferred Qualifications:

  • Master's degree.
  • Experience evaluating program outcomes.
  • Experience using PowerBI for data cleaning and manipulation.
  • Familiarity navigating within an electronic health record.
  • Familiarity with, or practical experience in community behavioral health settings.

Job Contingencies and Special Requirements

Employment is contingent upon successfully passing pre-employment background check to include fingerprinting, credit, NCIC, DMV, and TB test. Must have a good driving record and a valid driver's license in Virginia or regional state of residence.
