Overview:

This position supports the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE), specifically within the Building Technologies Office (BTO), in the comprehensive management and oversight of program planning, budget execution, and technology commercialization initiatives. This role involves significant responsibilities in financial tracking, funding opportunity management, and inter-office coordination, with a focus on streamlining operational processes within BTO.

Key Responsibilities Include:

  • Leading and managing procurement planning and budget execution activities, including substantial fiscal year responsibilities (e.g., $360M fiscal year procurement planning).
  • Assisting in the management of BTO's deployed funds, including involvement with large-scale spending plans (e.g., FY25 Spend Plan consisting of 3,000 actions).
  • Enhancing data libraries and developing automated solutions for financial and programmatic planning processes.
  • Serving as a subject matter expert on the Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Notice of Funding Opportunity (NOFO) and Technology Commercialization Fund (TCF) lab call processes.
  • Managing BTO's SBIR/STTR and TCF portfolios, guiding technology managers through topic development, evaluation, and selection, and acting as a liaison with relevant DOE offices.
  • Reconciling spending plans for the Budget office and preparing, reviewing, and delivering funding actions to Budget Authority (BA).
  • Collaborating with other contributing offices (e.g., VTO, IEDO, GTO, SETO) on cross-cutting initiatives such as developing funding trackers for programs.
  • Extracting and analyzing data from various DOE systems (e.g., CPS, AOP Tool, EDC, IDW, PM Bridge, PMC) and developing expertise in report editing within these systems.
  • Preparing comprehensive contract packages, including Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), Determination & Findings (DF), and Quality Assurance Surveillance Plans (QASP).

Required Skills:

  • Bachelor's Degree in a relevant field (e.g., engineering, finance, project management, business administration, or a related discipline).
  • Demonstrated experience (approximately 4- 6 year of full-time equivalent described experience) within a federal government or support contractor environment, particularly within the Department of Energy EERE.
  • A high level of financial acumen, strong organizational skills, and the ability to manage complex programmatic and budgetary tasks within strict federal guidelines and timelines.
  • Proven experience in budget planning, execution, and reconciliation, including managing large-scale fiscal responsibilities and spending plans.
  • Expertise or significant experience with federal funding mechanisms such as SBIR/STTR NOFOs and TCF lab calls.
  • Proficiency in utilizing and extracting data from various federal financial and project management systems (e.g., CPS, AOP Tool, EDC, IDW, PM Bridge, PMC).
  • Strong analytical skills for data interpretation, program assessment, and process automation.
  • Experience in preparing detailed contract documentation (PWS, IGCE, DF, QASP).
  • Excellent communication skills - verbal and written - for internal coordination, stakeholder engagement, and documentation.
  • Strong attention to detail and ability to manage multiple complex tasks simultaneously.
  • Must be a U.S. citizen.
  • Successful drug screening.

Preferred:

  • Direct experience within the DOE Building Technologies Office (BTO) or a related EERE program.
  • Experience with automating data processes and enhancing data libraries.
  • Demonstrated ability to collaborate effectively across multiple internal and external offices.
  • Self-starter with the ability to identify and implement process improvements.

Starting compensation for this role typical salary ranges between $95,000 and $105,000 annually is commensurate with experience relative to the position and may vary based on candidate geographical location.
