Housing Program Manager GENERAL SUMMARY:
Responsible for managing existing programs and conceptualizing new programs that provide affordable, safe, and sustainable housing solutions for households in the Fifth District. Assists the Housing & Community Investment (HCI) Officer in managing the development, management, and administration of the FHLB's affordable housing and economic development grant programs, including the maintenance of effective internal operating and reporting controls. Advises senior management on utilization of various affordable housing funding sources in conjunction with the FHLB's affordable housing and economic development programs. Assures HCI programs comply with federal statutes, Federal Housing Finance Agency (FHFA) regulations and FHLB policies.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Assists in the daily management of various HCI programs. Assists the HCI management team in determining the strategic direction of department, as well as programmatic and process changes.
- Participates in the review, analysis, and recommendation of applications for AHP subsidies.
- Participates in the design, development, and implementation of appropriate outreach initiatives, promotional concepts, and financial strategies to involve Members in financing affordable housing and community development activities that qualify for subsidy via the HCI programs.
- Consult with and assists Members and Sponsors in supporting their community's development needs. Assists with the identification of local opportunities and the development of public/private housing and community development partnership programs between the FHLB, Members, local and state governments, state housing finance agencies, community-based organizations, intermediaries, philanthropic organizations, and other stakeholders.
- Analyzes and evaluates the results of the HCI programs and other programmatic activities and submits reports, dashboards, scorecards and recommendations to HCI senior management.
- Participates in the selection, management, and development of staff. Provides training, guidance, and performance evaluations, including conducting annual performance appraisals. Recommends disciplinary action, when necessary. Counsels' employees and resolves problems; consults with the VP and HCI Officer on complex or sensitive issues. Maintains and promotes positive employee relationships in the work environment.
- Collaborates with the CIO, VP, and HCI/AHP Officer(s) to resolve regulatory, program operation, and compliance issues with the Federal Housing Finance Agency, Members, and sponsors.
- Maintains current operating knowledge of strategies for creating and financing affordable housing, increasing the awareness of FHLB programs and communicating those strategies to FHLB staff, Members and Sponsors.
- Represents the FHLB at public speaking engagements, groundbreaking ceremonies, dedications, workshops, etc.
- Performs other duties and special projects assigned by management.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
- Knowledge at a level normally acquired through completion of a Bachelors degree in business, finance, urban planning and public administration or equivalent experience is required.
- Five years' experience in progressively responsible positions, including previous management experience, as an affordable housing development professional with experience in management of housing funding programs, or experience in conceptualizing and developing affordable housing projects, securing state and federal funding, or other equity and long-term debt.
- At least one year of experience in a leadership position, including previous management experience, a team lead, or as an affordable housing development professional with experience leading projects.
- Demonstrated ability to think strategically and to assist in the development of both short and long-term business and organizational plans and policies.Demonstrate strong management and critical thinking skills, consistently
delivering tasks and projects on time while managing change and solving problems effectively. - Ability to represent the FHLB's interest with Members, its public, community leaders, government officials, FHLB senior management, etc. through the development and maintenance of friction-free relationships.
- Interpersonal skills, including verbal and written, necessary to interact effectively with internal and external contacts in providing or exchanging information, providing services, and resolving complex issues.
- Knowledge of the FHLB System and the banking industry as it relates to the area of responsibility is preferred.
- Maintains current operating knowledge of federal, state, and local policies and programs affecting community investment and affordable housing activities.
- Ability to work with a high degree of independence, and to identify, analyze and assess the impact of issues. Ability to provide professional, technical, and managerial assistance to Members and Sponsors on affordable housing and community development financing issues.

WORKING CONDITIONS:
Flexibility to work outside of normal hours, including 5-10% travel within the region.
