About the Role

DAWSON is seeking an Environmental Programs Specialist to support Fort Huachuca's multimedia environmental programs and hazardous waste emergency response planning. This role combines technical compliance, process mapping, and emergency planning to ensure adherence to EPA and Arizona Department of Environmental Quality (ADEQ) regulations. The ideal candidate will have a strong background in hazardous waste management, environmental process analysis, and technical documentation.

What You'll Do




  • Process Mapping & Compliance




    • Conduct facility visits (approx. 200 generating sites) to map processes, inputs, and waste outputs.



    • Develop facility schematics using Visio or similar tools.



    • Assign Waste Stream Identification Codes and manage tracking databases.



    • Collect and maintain product inventories and Material Safety Data Sheets (MSDS).



    • Support safety inspections, risk assessments, and training.





  • Waste Determinations




    • Perform daily hazardous waste determinations at the point of generation per EPA/ADEQ regulations.



    • Evaluate waste streams using MSDS data and generator knowledge; coordinate lab testing as needed.



    • Maintain documentation and certify annual recertifications or updates when processes change.



    • Ensure linkage between Points of Generation (POG) and Points of Disposal (POD).





  • Emergency Response Action Planning




    • Develop and update site-specific Emergency Response Action Plans (ERAPs).



    • Conduct site visits and create GIS maps with compliance points, GPS coordinates, and layouts.



    • Document emergency procedures, equipment inventories, and hazardous material lists.



    • Ensure ERAPs meet federal and state regulatory requirements.





  • Data Management & Reporting




    • Compile information into government ERAP templates and tracking systems.



    • Coordinate reviews with spill response managers and incorporate feedback.



    • Prepare detailed reports summarizing operations, processes, and compliance findings.






What We're Looking For




  • Education:




    • Bachelor's degree in Environmental Science, Engineering, or Physical Sciences; OR equivalent experience (2-3 years) in environmental compliance.





  • Experience:




    • Hands-on experience in environmental process mapping and hazardous waste determinations.



    • Familiarity with EPA, RCRA, CAA, CWA, EPCRA, and ADEQ requirements.



    • Experience drafting compliance documentation and emergency response plans.





  • Skills & Competencies:




    • Proficient with Microsoft Office and Visio (or equivalent).



    • GIS mapping experience preferred.



    • Strong technical writing and data management skills.



    • Knowledge of hazardous waste classification and MSDS/SDS interpretation.






Additional Requirements




  • Ability to perform field work, including facility inspections across the installation.



  • Strong organizational and time-management skills.



  • U.S. Citizenship required; must be able to meet Army installation security requirements.
