This position provides direction regarding program policies in relation to State/Federal rules, revenue generation, and fiscal compliance. It is responsible for managing and maintaining the county and state information systems used by the Social Services Department, assuring that the systems are accessible and the data and reports from them are accurate. In addition to managing analyst staff, this position oversees the collection, analysis and evaluation of data and develops recommendations based on findings. It provides data and outcome analysis, evaluation of program effectiveness, and exception analysis of budget compliance. Position serves as the senior consultant to Social Services managers for the improvement of outcomes and service delivery, special initiatives and in supplying data and information for their use. Also serves as a liaison with DHS regarding the SSIS database use and enhancement and works cross departmentally to maintain and enhance billing and revenue recapture systems.

Minimum Qualifications

NEED TO HAVE QUALIFICATIONS:
- Bachelor's degree in business, accounting, communications or related field AND a minimum of four years of management or supervisory experience with progressive levels of responsibility
OR
- a combination of education and experience to total 8 years
NICE TO HAVE QUALIFICATIONS:
- Experience working with budgets, outcomes, and exception analysis
- Experience in program and policy analysis
- Experience working with income maintenance eligibility processes

Duties & Responsibilities

1. Monitor legislative and mandate changes, including DHS and HHS policy changes, in order to implement appropriate program/fiscal revisions in response to new regulations. 2. Assist with tracking status of budget line items to provide the management team with exception analysis. 3. Conduct accurate analysis of outcome data to identify program performance trends and service needs, providing recommendations to promote improved outcomes and processes. 4. Administer department compliance systems, reporting on adherence to federal and state performance benchmarks and coordinating with supervisors to ensure timely response to outcome deficits. 5. Lead program preparation for and participation in external audits. 6. Establish standards for the use and appropriate application of systems. Document applications and direct development of work procedures. 7. Provide technical assistance and statistical analysis throughout the organization in furtherance of the department's mission. 8. Provide leadership in research and policy analysis to improve Social Service programs and services, leading to improved outcomes for clients. 9. Manage development of planned and ad hoc reports. Perform statistical analysis and direct preparation of reports. Present reports to internal and external groups. 10. Manage the compilation of data and timeliness of submission for all federal and state reporting requirements. 11. Work cross departmentally in the development, implementation and maintenance of the information and accounting systems to maximize revenues, monitor expenses, and ensure recoveries are sought where appropriate. 12. Manage the department's data systems, including data integrity, security measures, coding systems, and standardization of outcomes. 13. Manage the activities of program support and technology/office services support staff. This classification must possess and apply in-depth/working program knowledge. 14. Assign and schedule work and staff training sessions, approve absences, evaluate performance, monitor career development, train staff, and recommend the hiring, disciplinary actions and dismissal of staff

* Knowledge of personal computers and the use of statistical software. * Ability to develop effective working relationships with staff and managers in County government; ability to work effectively with peers in organizations external to the County. * Ability to form a working partnership with various department staff, and with County, multi-county, and state work groups. * Knowledge of concepts and applications for information systems. * Comprehensive knowledge of Microsoft Office Suite products and applicable State, County and departmental computer systems. * Ability to interpret rules, legislation, and related regulations with respect to the impact on the organization. * Comprehensive knowledge of the principles and practices of office management, leadership and supervision. * Considerable knowledge of data practices laws and confidentiality. * High level of analytical skills and ability to apply analytical reasoning. * Ability to problem-solve and make effective decisions in accordance with precedents and regulations. * Ability to communicate and present ideas effectively both verbally and in writing.
WORK ENVIRONMENT: Work is performed in a County office building. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, copy and fax machines.
