Material Program Manager - Camp Buehring, Kuwait V2X Global Training Solutions (GTS) is seeking an experienced Leader and Material Program Manager (MPM) to join the Defense Training (DT) Supply Chain team. The Lead MPM will demonstrate project management and critical thinking skills and will play an important role in ensuring supplier performance. The MPM must be a self-starter, capable of developing and achieving organizational and program goals, and able to successfully participate with all levels of internal administration, including the supplier organization. The MPM will play an important role in supporting the various programs' supply chain activities and is the liaison between the Program Manager(s), Integrated Product Teams (IPT) and other functional leads. The MPM is also responsible for the development, coordination, and implementation of all program material strategies, Supply Chain targets, and company goals. Responsibilities span from the front end of the business Supply Chain activities through contract closure. The MPM must be able to exert influence and have an effect on the overall goals and long-range goals of the program and the program IPT team. The MPM should have supplier ownership, financial, contracting, or negotiating experience or have had project management responsibilities. Activities and responsibilities include, but are not limited to:
- Supply Chain liaison between the Program Manager(s), Integrated Product Teams (IPT) and other functional leads.
- Supervise and lead a team of three (3) MPMs
- Developing and executing supply chain strategies and plans
- Creating, managing, and executing material program strategy (MPS) and the material program plan (MPP).
- Providing comprehensive Supply Chain support for Gates 0-11 activities and ensuring compliance for the programs and tailoring when applicable.
- Overall ownership of the supplier administration process including supplier performance, SCM metrics, international issues, Make/Buy Where plan, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
- Developing and guiding supply chain proposal activities including task descriptions and bases of estimates
- Developing and executing risk/opportunity plans to meet program targets
- Identifying and developing opportunities for small business participation
- Monitoring and proactively addressing performance and financial metrics including those related to cost, schedule, and quality.
- Developing and maintaining accurate material/subcontract sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP).
- Developing Basis of Estimates (BOEs) for change orders and new pursuits to include FAR 15.2 compliant proposals
- Acting as the Control Account Manager (CAM) for material and SCM labor.
- Flowing down Supplier Management Best Practices to suppliers which include risk mitigation and subcontract organization plans.
Required Skills:
- Minimum 10 years relevant experience in supply chain, program management or project management.
- Experience in Microsoft Office (Word, Excel, PowerPoint)
- Understanding of government regulations (ie: FAR / DFARS, ITAR / EAR, TINA, etc.)
- Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management.
- Demonstrated Leadership skills - influence, presence, ability to interface internally and with suppliers.
- Strong analytical, problem-solving skills and ability to think strategically.
- Demonstrated ability to act independently as may be required and demonstrated success in influencing or achieving critical requirements including those related to cost and schedule performance.
Desired Skills:
- Previous MPM/Procurement/Subcontracts experience
- Experience with Defense Training and International Services Contracts
- Experience with Maximo, SAP and the Supply Chain suite of resources
- Experience developing statements of work (SOW) that are complete and conform to program requirements
- Major Subcontract, Contract or Program Management experience
- Experience collaborating with Subcontractors
