PRIMARY FUNCTION

  • Manage, Direct, and Plan T-38 aircraft maintenance and modification actions at NASA's Forward Operating Location in El Paso, Texas.

ESSENTIAL FUNCTIONS:

  • Establishes work sequences and provides workload assignments to individuals to meet Government imposed priorities.
  • Redirects individual workers and resources to accomplish unanticipated work.
  • Develop Microsoft Project maintenance schedules and plans to track scheduled maintenance and configuration/modifications supporting maintenance and/or Engineering Projects.
  • Ensures logistics requirements to meet short, medium and long-range workload requirements are forecasted to minimize negative impacts to schedule flows.
  • Provides technical direction in accomplishing sustainability projects.
  • Implements corrective actions within designated authority to resolve work related problems.
  • Plans and establishes overall leave schedules to ensure no negative impacts with mission requirements.
  • Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace.
  • Determines training needs of employees based on current and future requirements and arranges for training accomplishment.
  • Ensures safety equipment and protective clothing/gear are worn when mandated by regulations.
  • Participates in the daily maintenance meetings to address current and future work schedules, staffing needs, and provide recommendations as to scheduling projected workload.
  • Must recognize and capitalize on the team's strengths and weaknesses.
  • Develops strategies to reach team and organization goals and consensus while developing strong team morale by encouraging employees, helping them to develop professionally and achieve individual goals and objectives.
  • Assist team members in troubleshooting techniques and promote process improvement.
  • Must have excellent communication and coaching skills.
  • Possess the ability to effectively communicate with a wide-variety of cross-disciplines and to provide up-to-date technical information.
  • Support deployed aircrews as required.
  • Work with aircrews and AOD Maintenance to handle aircraft problems away from home base.
  • Properly communicate to the PM, NASA Maintenance Manager, Maintenance Operations Manager and Maintenance Control.
  • Ensure all maintenance activities are reported in a timely manner and input into NAMIS.
  • Exhibit comprehensive understanding of aircraft maintenance and quality control procedures at an organizational level.

SUPERVISORY RESPONSIBILITIES:

  • This position has direct reports who supervise employees on daily tasks. This position has the responsibility and authority to carry out assigned tasks.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Intermediate computer skills specifically using Microsoft Office Suite to include Microsoft Project Management. Ability to learn additional computer skills or software programs.
  • Working knowledge of advanced software applications is preferred.
  • Ability to enter data accurately into databases.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals.
  • Ability to write required reports and correspondence.

QUALIFICATIONS:

  • High School Diploma or equivalent
  • Must be able to multi-task, have effective interpersonal, communication and managerial skills to interface effectively with various cross-disciplines within AOD.
  • 10+ years of experience in structure upgrades associated with the T-38 aircraft to include prototyping experience on newly developed aircraft upgrades, both structural and electrical.
  • 10+ years of experience in managing or leading a diverse workforce to accomplish T-38 structure upgrades/sustainment at a Depot/USAF Field Team Level.
  • Must have an active Government Security Clearance
