The department's IT team is seeking an innovative technology professional that will be assigned to multiple health department systems which may serve Environmental Health, Health Services, Community Health & Development, Emergency Preparedness & Response, Laboratory, School Health, and other program areas. Under the direction of the Health Department IT Informatics Manager and Business Analyst lead, your expertise will drive the design, development, and deployment of integrated business solutions that empower our staff and our community.

Illustrative Duties, Roles and Responsibilities

  • Creative Effective Design: Develop and manage internal and external sites (e.g., SharePoint) and subsites with pages, libraries, and lists that facilitate collaboration and information sharing, while meeting county and agency communication and 508 compliance.
  • Efficiency Maximization: Utilize Microsoft Power Automate or other tools to streamline processes to save time, effort, and improve accuracy agency processes.
  • Innovative Solutions Development: Leverage the Microsoft Power Platform suite of tools, including Power Apps, Model-Driven apps, and Dynamics 365, to create, test, and implement high-quality business solutions that align with industry best practices, business goals, technical requirements, and enterprise Department of IT software development lifecycle.
  • Public Engagement Enhancement: Develop engaging solutions to facilitate seamless interaction between the public and our program staff. Monitor and manage website analytics reporting.
  • Business Analysis and Requirements Gathering: Service multiple projects and priorities using proven analysis techniques, ensuring timely and successful delivery. Work with Divisions and Programs to define business requirements, storyboards, and mock-ups of potential site or webpage enhancements.
  • Collaborative Communication: Work closely with technical teams and project stakeholders, providing updates, addressing technical issues, and brainstorming creative solutions, and testing for user experience and intuitiveness.
  • Client Relationship Building: Establish and nurture relationships with stakeholders, gaining a deep understanding of their processes and challenges. Act as a liaison between our Health Department and Department of IT partners.
  • End-User Training: Prepare and deliver engaging training sessions to ensure users are confident and proficient in utilizing new systems, processes, and their own web-based applications and tools.
  • Subject Matter Expertise: Be the SME for SharePoint document management, permissions, site administration and internet/intranet software applications; and become the go-to expert for various Health Department systems, offering user support, troubleshooting issues, and recommending enhancements to management and teams.
  • Information Security Management: Develop and maintain SharePoint access control systems and polices and educate staff on relative roles and permissions.

Illustrative Duties

Provides basic operational, technical, and administrative support to the County internet and intranet activities to include web site application and page development, server support, administration and configuration;
Assists in installing, configuring, supporting, and maintaining web and applications servers;
Assists in analyzing, designing, developing and supporting web-based applications for both intranet and intranet environments, including needs assessments, programming,
testing/acceptance, training, security, performance, and ongoing support;
Develops internet/intranet pages, sites, and applications using software applications such as Adobe, Acrobat, Active Server Pages (ASP), etc.;
Provides assistance to departments and agencies for analysis and development of their own web based applications and provides training as required;
Analyzes, designs, develops, and supports page and site design for internet and intranet
environments following established standards in HTML and web site using internet development tools;
Maintains web pages and sites, including periodic updates to content and appearance as necessary;
Develops and maintains a working knowledge of internet/intranet software applications;
Assists in administering internet and intranet sites including security, user access, configuration, structure, and performance monitoring;
Obtains and maintains reports access and performance statistics using site analysis tools;
Assists county departments/agencies in developing plans for the use of the internet/intranet;
Develops and maintains relationships with other organizations that have internet web sites;
Applies DIT's lifecycle development methodology;
Applies approved standards to web-based content and applications.


Required Knowledge Skills and Abilities

Some knowledge of programming language such as VB Script, HTML, Java, Javascript;
Some knowledge of current software such as Windows NT, Microsoft internet products, ASP, web browsers, and graphic imaging tools;
Some knowledge of TCP/IP and network routing protocols;
Ability to design and develop web pages;
Ability to develop and implement new and innovative methods, techniques, and procedures related to internet/intranet;
Ability to write comprehensible user system documentation;
Ability to communicate with users and translate technical matters into understandable terms;
Ability to assist users in solving operational problems related to internet/intranet;
Ability to train and provide support to internet/intranet users.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Completion of an associate degree with course work in computer science or graphic arts;plus Internet/intranet experience that is demonstrated by the completion of at least one project using platforms and technologies listed in the preferred qualifications section of the job announcement, or one year of ongoing Internet/intranet development or support tasks. An industry recognized certification can be substituted for some of the experience that is required.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a Child Protective Services check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
SharePoint and Power Platform Proficiency: Two or more years of hands-on experience in developing, deploying, and managing custom solutions using PowerApps, Power Automate, and SharePoint.
SDLC Efficiency: Experience with DevOps practices and Agile development methodologies, demonstrating your ability to efficiently deliver results ranging from minimum viable products to high-quality solutions.
Forms and UX Experience: Two or more years of experience with Nintex Forms, Microsoft Forms, and related data sources, showcasing your ability to handle complex data structures and queries, and design.
Workflow Proficiency: Experience, spanning one or more years, in working with Power Automate and Nintex Cloud workflows to streamline and automate processes.
Analytical and Problem-Solving Skills: Strong analytical abilities, critical thinking, and problem-solving skills to navigate complex challenges and deliver effective solutions.
Communication Excellence: Ability to communicate with all stakeholders, and to articulate ideas clearly and effectively with diverse teams.
Collaborative Flexibility: Track record of thriving in collaborative environments, with the ability to adapt to changing priorities and objectives while maintaining a positive and productive work ethic.
Professional experience with content management systems.
Experience analyzing business requirements, website development, and site maintenance.
Experience with programming languages.
Experience with graphic design or mock-up tools.
In the last two years developed and improved skillset/knowledge in a related subject.


PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up or carry up to 25 lbs. occasionally. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties may be performed with or without reasonable accommodations.
