Job Announcement

This position is responsible for vehicle assessments and conducts detailed research on cases identified through field visits, public, police and sheriff. Responsible for discovery and compliance of out-of-state vehicle according to Virginia Code * 58.1 and checks work for accuracy. Reviews and approves statutory assessments and corrects erroneous tax assessments. Provides technical guidance on tax codes to staff and taxpayers, performs complex audits under close supervision, and gathers necessary documents for compliance. Answers questions and resolves issues through various communication methods. Disseminates, interprets, and collaborates with Administrative Assistant IVs on new or amended state and local laws. May assist with training and peer review other Tax Specialists' work. Drafts final determination letters for appealed cases to be reviewed by the Target Supervisor and the Target Manager for approval. Investigates unreported personal property using various systems by applying federal, state and local tax policies. Collaborates with the supervisor and internal/external agencies on tax issues for uniformity and tax code interpretation. May testify in court on non-compliance issues and oversees the resolution of complex tax matters in collaboration with the supervisor. Works under the guidance of the target supervisor.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited two-year college or university with an associate degree in Business Administration, Finance, Accounting, or a closely related field; plus, two years of related work experience in local tax assessments or closely related area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check, and a driving record check to the satisfaction of the employer.

Additional Work Schedule Requirements: Requires overtime work during peak periods.

PREFERRED QUALIFICATIONS:

  • Three or more years of experience providing customer service, which includes responding to internal and external customer inquiries face-to-face, by telephone, and in writing.
  • Two or more years of experience in business tax discovery, research and investigation skills and techniques.
  • Intermediate level experience in conducting research and analyzing findings.
  • Excellent oral and written communication skills.
  • Two or more years of experience working in a collaborative environment; team player with ability to establish and maintain effective working relationships.
  • Strong analytical, problem- solving and decision-making capabilities.
  • Ability to prepare and maintain accurate records; operate office equipment; work in a fast-paced environment; work in a team environment; exercise tact, discretion, and courtesy when dealing with citizens and handling confidential information; and provide a high level of customer service.
  • Experience handling difficult conversations and overcoming objections.
  • Intermediate proficiency using Microsoft Office applications such as Word and Excel.
  • One or more years of experience navigating different systems and a willingness to learn new applications and systems as needed.

PHYSICAL REQUIREMENTS:
This position is basically sedentary, but may require some walking, bending, and lifting 5 to 10 pounds. All duties performed with or without reasonable accommodations.
